Following the directions of the Party Central Committee, many party committees and party organizations have identified investment in environmental protection as investment in the future. They have promoted innovative thinking while proactively developing socio-economic development plans and action programs toward green transformation and climate change adaptation. This approach aims to pursue the “dual goals” of economic growth alongside social welfare and sustainable livelihoods, ensuring that vulnerable groups are not left behind.

The Party Committee and people of Bac Ninh Province are on the path toward implementing the policy of establishing a centrally governed city. This is both an honor and a requirement for the entire Party Committee to make greater efforts toward developing Bac Ninh City as a model of a green, smart, modern, civilized and prosperous city, deeply imbued with the cultural identity of Kinh Bac.

In response to this requirement, the Standing Committee of the Bac Ninh Provincial Party Committee has determined that urban development must go hand in hand with preserving cultural identity, protecting the environment and improving quality of life, so that Bac Ninh truly becomes a place worth living in, investing in and building a long-term connection with.

Over the past period, to raise awareness and mobilize the participation of party members and people in environmental protection, the Provincial Party Committee’s Propaganda and Mass Mobilization Commission has stepped up the implementation of public opinion surveys. These efforts have helped identify people’s expectations regarding environmental protection and solutions to address environmental pollution in the province in the coming period.

This provides an important basis for the Bac Ninh Provincial Party Committee to place environmental protection, proactive responses to climate change, and disaster prevention and control among the key priorities in the province’s socio-economic development decisions. The Provincial Party Committee’s Action Program No. 25-CTr/TU emphasizes the effective management and use of resources, environmental protection, and proactive adaptation to climate change as key tasks, contributing to the goal of achieving “double-digit” growth.

According to the Department of Agriculture and Environment, drainage systems serving several industrial parks, including Que Vo and Quang Chau, still pose a potential risk of flooding because the drainage channels were built a long time ago and are frequently silted up and deteriorated. Some road-crossing culverts have small openings, affecting their water conveyance capacity.

With the aim of avoiding a passive response and ensuring the safety of production and residents’ lives ahead of the storm and rainy season, the Standing Committee of the Bac Ninh Provincial Party Committee has urged relevant agencies and units to develop solutions to address these problems, conduct comprehensive calculations and maximize the functionality of existing infrastructure.

Bac Ninh Province is gradually eliminating manual waste incinerators by comprehensively replacing them with modern waste treatment technologies. These include the Thang Long Bac Ninh Waste-to-Energy Plant in Phu Lang Commune, which applies modern circular technology from Finland, and the high-tech solid waste treatment and power generation plant in Song Lieu Ward, which uses Japanese heat-recovery incineration technology. The province is mobilizing resources to close all open waste dumps and outdated manual waste incinerators by December 31, 2028, to restore the environment.

The Bac Ninh Provincial Party Committee has issued Action Program No. 32-CTr/TU on agriculture, farmers and rural areas through 2030, with a vision to 2045. The program is expected to promote ecological and circular agriculture, building on nearly 54,000 hectares of fruit crops and more than 1,600 operating high-tech production facilities, which account for more than 30% of the sector’s total value. The application of greenhouse and net-house models, drip irrigation technology, environmental sensors and farm management software has helped reduce production costs and increase people’s incomes while preserving cultural values and protecting the environment.

With the goal of developing a “green-clean-smart-multivalued” agricultural sector by 2030, Bac Ninh will continue to plan concentrated production areas, strengthen the capacity of agricultural cooperatives and complete interconnected transport infrastructure. At the same time, the province will focus on organizing production through value-chain linkages and connecting production with consumer markets.
