Football Helps Strengthen People-to-People Ties Between Vietnam and Uruguay

On August 17 in Hanoi, Politburo member and Minister of Foreign Affairs Le Hoai Trung received Uruguayan Deputy Minister of Foreign Affairs Valeria Csukasi Cabrera during her working visit to Vietnam from August 16-18, 2026. During the meeting, the Uruguayan side highlighted football as an area that could contribute to strengthening exchanges and people-to-people connections between the two countries.

At the meeting, Minister Le Hoai Trung spoke highly of the delegation’s activities during the visit, saying they contributed to concretizing the bilateral agenda and deepening relations between the two countries. The minister affirmed that Vietnam attaches importance to its traditional friendship with Uruguay and highly values Uruguay’s role, position and contributions to the region and the world, as well as the achievements the country has made under the leadership of President Yamandú Orsi.

Assessing bilateral relations as having made positive progress in recent years, Minister Le Hoai Trung emphasized high-level contacts, the maintenance of bilateral cooperation mechanisms, and coordination and mutual support at multilateral forums. Bilateral trade has also grown rapidly, although it remains below its potential.

To create further momentum for bilateral relations, the minister proposed that the two sides coordinate preparations for high-level exchanges; strengthen relations between the two Parties, the two National Assemblies, and ministries and sectors; and step up information sharing and connections between business communities. These efforts would help translate political will and cooperation potential into concrete results.

The two countries should also promote their role as connectors and support each other in strengthening relations with regional mechanisms such as the Community of Latin American and Caribbean States (CELAC), the Southern Common Market (MERCOSUR), and the Association of Southeast Asian Nations (ASEAN), thereby contributing to closer ties between Southeast Asia and Latin America.

Uruguayan Deputy Minister of Foreign Affairs Valeria Csukasi Cabrera affirmed that Uruguay attaches particular importance to strengthening strategic-level relations with Vietnam amid a complex and unpredictable global situation.

Agreeing with the orientations outlined by Minister Le Hoai Trung, Deputy Minister Valeria Csukasi Cabrera affirmed that Uruguay is ready to cooperate in gradually elevating bilateral relations through concrete steps, while working closely with Vietnam to promote interregional cooperation.

The Uruguayan side expressed its desire to strengthen relations between the two National Assemblies, business communities and trade promotion agencies, as well as expand cooperation in combating transnational crime, culture and sports. Football was highlighted as an area that could contribute to strengthening exchanges and people-to-people connections between the two countries.

As part of her visit, Deputy Minister Valeria Csukasi Cabrera also held talks with Deputy Minister of Foreign Affairs Dang Hoang Giang. The two sides discussed measures to promote cooperation in the political-diplomatic, economic-trade, investment, multilateral cooperation, cultural, educational, tourism and sports fields, as well as regional and international issues of mutual concern.

The Uruguayan deputy foreign minister also held meetings with the Chairperson of the Vietnam-Uruguay Parliamentary Friendship Group and leaders of the Ministries of Public Security, Industry and Trade, and Agriculture and Environment, as well as representatives of several Vietnamese businesses.
