Speaking at the seminar, Consul General of Viet Nam in Osaka Nguyen Truong Son, introduced the context of its creation, significance, main content, guiding principles, tasks, and solutions of Resolution No. 23-NQ/TW (the Resolution), dated August 2, 2026, of the Politburo on the work related to Vietnamese people abroad.

He highlighted several new points in the Resolution, affirming that overseas Vietnamese are not only an inseparable part of the Vietnamese national community. They are also one of the important strategic resources, a bridge between Viet Nam and the world, accompanying and directly participating in the cause of building, developing, and protecting the Motherland. The Resolution also marks a new development in the Communist Party of Viet Nam’s thinking, shifting from the motto of “mobilizing, gathering, and caring” to “accompanying and creating mechanisms”. It creates favorable conditions for overseas Vietnamese to participate more deeply in the country's development process.

The goal of building a strong Vietnamese community abroad that lives in harmony and preserves its national identity is also highlighted. The focus is on improving legal status, supporting integration, stabilizing livelihoods, preserving the Vietnamese language and cultural identity, and promoting the community's role as “Cultural ambassadors for Viet Nam and its people.”

Consul General Nguyen Truong Son assessed the Vietnamese community in Kansai as a young, dynamic community that continues to develop and make positive contributions to both the country and the local society. However, there are still some cases of violations of local laws, affecting the image of the Vietnamese community.

Accordingly, the younger generation of Vietnamese people studying, researching, working, and doing business in Japan have many opportunities to access advanced knowledge, technology, and management methods, thereby making direct, substantial, and effective contributions to the country's development.

In the coming time, the Vietnamese Consulate General in Osaka will continue to work alongside the community through activities such as disseminating legal information; building a network of Vietnamese knowledge in the region. The focus wil be connecting Vietnamese organizations and associations in Osaka with localities and businesses in Viet Nam to create opportunities for cooperation and contribute to socio-economic development in the country.

Based on practical experience in community activities, Le Thuong, representing the Organizing Committee, believes that creating spaces for young people to meet, exchange ideas, and connect is essential in the current period.

“What we are concerned about is how to translate the spirit of Resolution 23-NQ/TW into concrete actions. Vietnamese youth in Japan have knowledge, experience, and many initiatives. If we can connect these resources, the community will have more practical activities,” said Le Thuong.

During the program, delegates discussed youth activities in the community; education and culture; business networking; innovation; and supporting young people in studying and pursuing careers in Japan.

Many suggestions were made to strengthen links between young people in various localities of Japan, build a network connecting young intellectuals and entrepreneurs, thereby creating more channels of cooperation between the Vietnamese community and Japanese organizations and businesses.
