National Assembly Deputy, and Chairman of the Advisory Council for Breakthrough Development at Saigon University, Associate Professor, Dr. Tran Hoang Ngan has been appointed the Chairman of the Advisory Board of VIFC-HCMC.
Remarkably, former Deputy Chancellor of Germany and former Managing Director of the World Economic Forum (WEF) Philip Rösler is among the members and brings expertise in international strategic cooperation, digital assets, aviation finance, and connecting with global investors and financial institutions.

Former US Ambassador to Vietnam Marc Knapper is also a member of the Advisory Board of VIFC-HCMC. He specializes in diplomacy, trade, investment, Vietnam - US relations, energy, education, and international cooperation.
The Board also includes former senior executives of international financial centers, including former Chief Executive Officer of the Astana Financial Services Authority (AFSA), the former Head of Enforcement at the Dubai Financial Services Authority (DFSA) Stephen Glynn; former Chief Executive Officer of the Dubai International Financial Centre (DIFC) Jeff Singer; former Head of Market Infrastructure at Abu Dhabi Global Market (ADGM) Bhaskar Dasgupta.
Especially, another member of the Advisory Board is Managing Director of the World Alliance of International Financial Centres (WAIFC) Dr. Jochen Biedermann. He has extensive expertise in financial center development strategies, fintech, digital assets/digital economy, international cooperation among financial centers, and innovation ecosystem development connections.
Representing the investment and fintech block are Founder and Chief Executive Officer of VinaCapital Don Lam; Chairman of the Responsible Fintech Institute (RFI) and Co-founder and Chief Strategy Officer of Embed Financial Group Holdings (EFGH) Chia Hock Lai; and Founder and Chief Executive Officer of SRO Partners Sam Van.

Domestically, the Advisory Board also includes Vice President of the University of Economics Ho Chi Minh City Professor Dr. Nguyen Khac Quoc Bao; Rector of the University of Economics and Law, Associate Professor Dr. Hoang Cong Gia Khanh; and Dean of the Faculty of Finance and Banking at the University of Economics & Business under Vietnam National University, Hanoi Dr. Luu Ngoc Hiep.
According to the VIFC-HCMC Executive Agency, the Advisory Board has the task of supporting research, advising policy, and recommending development directions during the period of building the Vietnam International Financial Centre in Ho Chi Minh City.
With the participation of experts, managers, and representatives from many aspects, the VIFC-HCMC Advisory Board will provide independent perspectives, practical experience, and professional advice, contributing to researching, advising policy, recommending directions for development, identifying prior products, and completing operating mechanisms based on international practices.
