Vietnam's pilot programme in 2017 that allowed local residents to gamble at selected casinos was showing positive signs and a few casinos reported a profit for the first time in three years last year. But,  Q1 this year with tourist numbers dwindled due to the coronavirus pandemic caused casinos heavy losses.
