Quang Ninh leads the 2019's administrative reform (PAR) index
The northern province of Quang Ninh and the State Bank of Viet Nam maintain their first position on the Public Administration Reform Index (PAR Index) for the third consecutive year in 2019, according to the Government Steering Committee for Administrative Reform at a teleconference in Ha Noi on May 19.
