Vietnam Promotes Its Role As Responsible Member Of World Heritage Committee

Vietnam has reiterated its strong commitment to the effective implementation of the World Heritage Convention, emphasizing its integration into the 2024 Law on Cultural Heritage and the National Target Program for Cultural Development for the 2025–2035 period.

The UNESCO Assistant Director-General for Culture, Ernesto Ottone Ramirez, commended the outcomes of General Secretary To Lam’s historic visit to UNESCO Headquarters in October 2024, as well as the recent highly successful visit to Vietnam by the UNESCO Director-General in June 2025. These milestone exchanges have significantly elevated the Vietnam–UNESCO partnership, reflecting a shared strategic trust and common vision.

The Chairperson of the World Heritage Committee and the Director of the World Heritage Centre, Lazare Eloundou Assomo, echoed this sentiment, recognizing Vietnam as a key strategic and reliable partner that makes substantial, meaningful contributions to UNESCO’s work. Vietnam was praised as a model for cooperation between a member state and the organization, and as an exemplar in heritage preservation linked with sustainable tourism, economic development, and improving local livelihoods. UNESCO leaders and member countries believe that Vietnam has many initiatives and cooperation models in managing, preserving, and promoting world heritage values that need to be widely shared with other member countries.

Chairman of the Vietnam National Commission for UNESCO Nguyen Minh Vu, hopes that the leaders and the UNESCO Secretariat will support for new heritage dossiers of Vietnam such as the Yen Tu - Con Son - Kiep Bac Monuments and Landscape Complex which will be considered for registration at this Session, the Oc Eo-Ba The Archaeological Site, Con Moong Cave, Dong Ho Folk Paintings, the art of Cheo, Mo Muong ritual singing, nd Ho Chi Minh City’s bid as a UNESCO Creative City. UNESCO and ICOMOS leaders pledged their continued support in assisting Vietnam to prepare and promote these heritage nominations, recognizing the country’s active role in cultural preservation.

On the same day (local time), the World Heritage Committee unanimously adopted Decision 47 COM 7B.92 concerning the conservation and promotion of the Thang Long Imperial Citadel. The Committee acknowledged Vietnam’s positive progress in implementing the recommendations from the 2024 session, including efforts related to the Central Axis Vision, the archaeological strategy, and the interpretation strategy for the Thang Long heritage site. Notably, the Committee encouraged Vietnam to continue research following the dismantling of buildings previously approved by the Committee. This work is aimed at refining and expanding the Central Axis Vision, with a particular focus on the restoration of the Kinh Thien Palace and its main ceremonial space.

Recognizing Vietnam’s proactive, timely, and respectful approach in addressing the World Heritage Committee’s recommendations, and building on the effective cooperation between Vietnam and UNESCO, a joint delegation from the World Heritage Centre and ICOMOS is scheduled to visit Vietnam at the end of July 2025. The mission will assess Vietnam’s ongoing conservation efforts, provide technical guidance on preparing the scientific dossier for the State of Conservation Report of the Thang Long Imperial Citadel, and advise on the proposed restoration strategy for Kinh Thien Palace and its main ceremonial space. The completed report is expected to be submitted by February 1, 2026, for review and approval at the 48th session of the World Heritage Committee.
