At the central level, the Viet Nam Union of Friendship Organizations has played a facilitating role in developing large-scale bilateral exchange mechanisms. These mechanisms flexibly combine efforts to strengthen political trust and promote the traditional friendship between peoples with substantive cooperation in the economy, digital transformation, green growth, and climate change response. At the local level, provincial and municipal Union of Friendship Organizations have proactively organized annual friendship event series, each reflecting the distinctive characteristics of its locality. These initiatives have transformed grassroots people-to-people exchanges into a practical driving force directly supporting local needs for international integration, investment attraction, and aid mobilization.

Building on the thorough implementation of the directives, resolutions, and conclusions of the Party and State, the Viet Nam Union of Friendship Organizations has proactively streamlined and reorganized its organizational structure. It has also strengthened and enhanced the operational capacity of its standing body and member organizations.

More than two months have passed since the twin earthquakes struck Caracas, Venezuela, on the evening of June 24, 2026. Yet when recalling those days, Vladimir Castillo Soto of the Simón Bolívar Institute for Peace and Solidarity among Peoples, Venezuela, still cannot hide his emotion. His face lights up when he mentions two words: Viet Nam. “I am not simply telling the story of a relief effort,” he begins in a contemplative voice. “I am telling the story of how a people affirmed to the world what the words ‘comradeship and brotherhood’ truly mean.”

The 2019-2026 period marked a new stage in the development of the Party’s perspectives and guidelines on foreign affairs, including people-to-people diplomacy.
