EU and Vietnam Enhance Cooperation in Digital Skills Development

The forum was co-organized by the D4D Hub, the Delegation of the European Union to Vietnam, AVSE Global, and EuroCham Vietnam, in collaboration with the National Data Association (NDA) and the Vietnam Software and IT Services Association (VINASA).
The event brought together leaders of ministries, sectors, experts, and leading technology enterprises from both Vietnam and Europe. Participants engaged in six thematic sessions covering topics such as data sovereignty in the AI era, semiconductor supply chain cooperation, digital public infrastructure (DPI), and sustainable innovation.

In his opening remarks, Ambassador Julien Guerrier emphasized that Vietnam-EU relations are entering a new era of development, with technology and the digital sphere playing a central role. He highly valued Vietnam’s progress in strengthening data sovereignty and developing digital infrastructure, particularly the establishment of the National Data Center, which serves as a foundation for an independent, secure, and human-centered digital future.
“The EU stands ready to accompany Vietnam on its digital transformation journey. The EUR 50 million package announced today will be allocated to vocational education and digital-green skills training, helping Vietnam prepare a high-quality workforce for future industries such as semiconductors and artificial intelligence,” said Ambassador Guerrier.

Deputy Minister of Science and Technology Bui The Duy stated that Vietnam is focusing its development on three key pillars: digital government, digital economy, and digital society, with data, technology, and people as core foundations. Vietnam has issued a list of 11 national strategic technologies and identified priority areas for international cooperation such as AI, blockchain, quantum computing, big data, and cybersecurity. He affirmed that digital transformation represents a historic opportunity for Vietnam to make a breakthrough and move toward the goal of becoming a developed, prosperous, and strong nation by the mid-21st century.
“In this process, the EU has always been an important and reliable partner of Vietnam. We appreciate Europe’s approach to responsible technology development, emphasizing ethics, privacy, and sustainability,” Deputy Minister Bui The Duy stressed.

Vice Chairman of the Ho Chi Minh City People’s Committee Nguyen Loc Ha noted that the city views digital transformation as an inevitable path to breakthrough development, considering the EU a strategic partner sharing a vision of innovation and sustainable growth. The city encourages cooperation in research and development (R&D) and high-quality human resource training in AI, new materials, and semiconductor technology. It also seeks to learn from Europe’s experience in building sandbox models for digital finance, digital assets, and open data governance.
He affirmed that Ho Chi Minh City not only welcomes investment but also invites co-creation and joint development. The city is ready to become a trusted destination for European technology corporations looking to connect with Vietnam’s digital future.
