Making Hanoi’s People-to-People Diplomacy a National Model

According to the Hanoi People’s Committee e-portal, Directive 45 requires Party committees at all levels, authorities, the Vietnam Fatherland Front, and people’s organizations to actively disseminate and thoroughly grasp the position, role, and importance of people-to-people diplomacy; to define people-to-people diplomacy as a task of the entire political system, of every official, Party member, and citizen of the capital.

The Directive emphasizes: “Promote and improve the effectiveness of the capital’s people-to-people diplomacy, thereby contributing to consolidating the great national unity bloc and successfully fulfilling the mission of building and developing Hanoi as a ‘Civilized, cultured, and modern’ capital; make Hanoi’s people-to-people diplomacy a national model, commensurate with the capital’s role and position in the region and on the international stage; and contribute to strengthening the pillar of people-to-people diplomacy within Vietnam’s comprehensive and modern diplomacy.”
The Directive highlights the need to continue innovating the content and methods of organizing people-to-people diplomacy activities, foreign non-governmental affairs, research, advisory work, external information, and effective implementation of the motto of Vietnam’s people-to-people diplomacy: “Proactive, flexible, creative, and effective.” It also stresses the importance of diversity and timeliness, with clearly defined priorities in each stage, context, field, and area, while ensuring the comprehensiveness and richness of Hanoi’s people-to-people diplomacy. At the same time, people-to-people diplomacy should be expanded into politics, culture, and social affairs, with due attention given to science and technology, innovation, and digital transformation.
The Standing Board of the Hanoi Party Committee noted: “Connect international scientists, overseas Vietnamese experts, and research and development (R&D) institutions with the capital’s partners. Develop a network of partners and international friends that the capital’s people-to-people diplomacy should aim towards. Actively participate in organizing international seminars, talks, and forums on applying scientific and technological achievements, innovation, and digital transformation in production, business, services, and training high-quality human resources for the capital and the country.”
The Standing Board also requires diversification of activity models, linking with grassroots levels, and mobilizing the broad participation of all social strata, especially youth, intellectuals, entrepreneurs, artists, religious dignitaries, and community leaders.
Notably, the Directive mentions promoting the role of the overseas Vietnamese community, enhancing the value of the title “Honorary citizen of Hanoi” for distinguished international figures; while at the same time strengthening public opinion work, countering false information and distortions, and safeguarding friendly and cooperative relations between the Vietnamese people and peoples of other countries.
