On the afternoon of July 13, Mai Xuan Liem, Standing Vice Chairman of the People’s Committee of Thanh Hoa, welcomed and held talks with a delegation from Saint Petersburg, Russian Federation, led by Vyacheslav Gennadyevich Kalganov, Vice Chairman of the Foreign Affairs Committee of Saint Petersburg. The visit focused on exploring opportunities for cooperation with Thanh Hoa.

At the meeting, Standing Vice Chairman of the Thanh Hoa People’s Committee, Mai Xuan Liem, emphasized that Thanh Hoa attaches great importance to expanding foreign relations and attracting international investment. He expressed the province’s desire to strengthen cooperation with Saint Petersburg in areas such as trade, investment, logistics, digital transformation, science and technology, innovation, education, healthcare, cultural preservation, and the promotion of each locality’s key products.

At the meeting, Mai Xuan Liem, Standing Vice Chairman of the People’s Committee of Thanh Hoa, expressed his wish for both sides to strengthen connections between agencies, organizations, and the business community, while promoting cooperation in agriculture, high technology, logistics, digital transformation, and innovation, in line with each locality’s development orientation.

On behalf of the delegation, Vyacheslav Gennadyevich Kalganov, Vice Chairman of the Foreign Affairs Committee of Saint Petersburg, thanked Thanh Hoa’s leaders for their warm welcome and highly valued the province’s socio-economic achievements, investment environment, and development potential. He highlighted that Saint Petersburg is one of Russia’s leading centers for economics, science, education, culture, and logistics, and is entrusted with many foreign affairs activities with Vietnam, particularly with Thanh Hoa province.

Kalganov emphasized: “Saint Petersburg wishes to establish a regular, substantive, and long-term cooperative relationship with Thanh Hoa province. The city also hopes to strengthen exchanges of delegations, student exchanges, and cooperation in education, healthcare, science and technology, trade, and investment; and to introduce Thanh Hoa’s distinctive products to the Saint Petersburg market.”

Building on the exchange of information about potential and cooperation orientations, Mai Xuan Liem proposed that both sides soon review and develop specific cooperation programs for 2026 and the 2026-2030 period. He affirmed that Thanh Hoa is always ready to accompany and create favorable conditions for Saint Petersburg in particular, and Russian partners in general, to expand cooperation, investment, and business in the province, thereby contributing to deepening the comprehensive strategic partnership between Vietnam and the Russian Federation.

Over the years, Thanh Hoa province has created favorable conditions for both domestic and foreign investors to conduct research, surveys, and investment activities. By leveraging internal strengths and effectively mobilizing resources, the province has achieved remarkable socio-economic development across multiple sectors.

During the 2021–2025 period, Thanh Hoa’s GRDP growth rate averaged 10.24% annually, ranking among the highest in the country. By 2025, the province’s economy is projected to rank 8th nationwide, with an estimated size of VND 333 trillion (approximately USD 13.5 billion). GRDP per capita is expected to reach around USD 3,505, while total tourism revenue is forecast to reach VND 129 trillion (about USD 5.2 billion).
