Prime Minister Le Minh Hung Meets Vietnamese Community in Russia

On June 17, in Kazan, Russian Federation, Prime Minister Le Minh Hung and a high-level Vietnamese delegation met with staff of Vietnamese representative agencies and members of the Vietnamese community living, studying, and working in Russia.
Speaking at the meeting, Vietnamese Ambassador to Russia Dang Minh Khoi said that the Vietnamese community in Russia was delighted and encouraged by the great success of the 14th National Party Congress, which has ushered the country into a new era of development.
The Ambassador noted that the Vietnam-Russia Comprehensive Strategic Partnership has recently witnessed strong new developments, with growing political trust, increasingly comprehensive and effective cooperation, and ever more vibrant and closer people-to-people exchanges.
Notably, several new areas of cooperation, including nuclear energy, science and technology, and healthcare, have experienced significant growth. Educational and training cooperation has also been strengthened, with Vietnam sending the full quota of students to Russia. Competition for scholarships has been particularly high, with 3,500 applicants competing for 1,000 scholarship places.
In 2025, Vietnam welcomed more than 690,000 Russian visitors, double the figure recorded in 2024. During the first five months of this year alone, 618,000 Russian tourists visited Vietnam, nearly doubling the number recorded during the same period in 2025. The total number of Russian visitors is expected to exceed one million this year.
The Ambassador also emphasized that Prime Minister Le Minh Hung’s participation in the ASEAN-Russia Summit is a major diplomatic activity of the Party and State leadership this year, carrying special significance both multilaterally and bilaterally.
He added that preparations are underway to establish a Vietnam-Russia Knowledge Network to contribute to Vietnam’s socio-economic development and further strengthen bilateral relations.
Do Xuan Hoang, member of the Central Committee of the Vietnam Fatherland Front and President of the Union of Vietnamese Organizations in Russia, expressed sincere appreciation for the attention paid by the Party, the State, and Prime Minister Le Minh Hung personally to overseas Vietnamese. He affirmed that despite various challenges, the Vietnamese community in Russia has maintained stability, unity, and confidence in integration and development. The community has gradually shifted toward higher value-added business models, while a new generation of Vietnamese intellectuals in Russia is emerging, creating a pool of high-quality human resources capable of connecting the two economies and scientific communities in the future.
According to the Union of Vietnamese Organizations in Russia, the Vietnamese community in the country currently numbers around 80,000 people living, studying, and working across various localities, including Moscow, Saint Petersburg, Kazan, Ufa, Yekaterinburg, Vladivostok, and many other cities. Community members are engaged in a wide range of sectors, including trade, services, manufacturing, logistics, import-export, restaurants, tourism, scientific research, education, and high technology.
Most members of the community now enjoy stable lives, clear legal status, and increasingly solid social standing. Many Vietnamese entrepreneurs, intellectuals, specialists, and students have established themselves in Russian society and earned recognition from Russian authorities and people alike.
Some have achieved considerable success in Russia and later returned to Vietnam, bringing back capital and experience to build businesses that have become among the country’s leading private enterprises, making important contributions to Vietnam’s socio-economic development in the current period.
Expressing his honor and emotion at representing the scientific community, intellectuals, experts, and Vietnamese students in Russia in conveying their aspirations and views to the Prime Minister and the high-level delegation in a warm and cordial atmosphere, Nguyen Quoc Hung, Director of the Tradition and Friendship Foundation, emphasized that Politburo Resolution No. 57 on breakthroughs in science and technology development, innovation, and national digital transformation is not merely a political document but a “guiding compass” and a new source of vitality that opens an era of national advancement through knowledge.
According to Nguyen Quoc Hung, Russia has long been one of the world’s leading powers in fundamental science, nuclear technology, aerospace, energy, advanced materials, and artificial intelligence. Russia’s strategic shift toward technological self-reliance and diversification through its eastward orientation has opened up substantial opportunities for strategic cooperation with Vietnam. These opportunities include cooperation in core technology transfer, reducing dependence on imported technologies, progressing toward mastery of higher-value segments of global value chains, and leveraging Russia’s strengths in numerous fields.
In line with this broader development trend and under the guidance of Resolution No. 57, and with the support and encouragement of the Vietnamese Embassy and Ambassador Dang Minh Khoi personally, the Tradition and Friendship Foundation, recognizing the important role of the community in promoting scientific and technological cooperation between the two countries, has advanced the initiative of the “Vietnam-Russia Intellectual Network.” The initiative aims to establish a common platform connecting experts from both countries, effectively harnessing the creative potential of Russian intellectuals and overseas Vietnamese. At the same time, it seeks to study and identify intellectual resources, needs, and innovative capacities in both countries and connect stakeholders to transform ideas into tangible products.
In recent years, the Foundation has worked actively to support talented students and young researchers, connect scientists from the two countries, and sponsor research programs and projects, making its modest contribution to laying solid intellectual foundations for bilateral relations.
Expressing his pleasure and emotion at meeting a large gathering of Vietnamese compatriots in Russia, Prime Minister Le Minh Hung, on behalf of the Party and State leadership and people at home, extended his warm greetings and best wishes to the community. The Prime Minister noted that this was his first visit to Russia and also the first time he had met with an overseas Vietnamese community in his capacity as Prime Minister.

Prime Minister Le Minh Hung stated that the Party and State leadership are fully aware of and deeply sympathetic to the profound impact that international developments have had on the lives of overseas Vietnamese. They have consistently directed representative agencies to pay close attention to citizen protection efforts and provide support to community members during difficult times.
In the face of new difficulties and challenges, Prime Minister Le Minh Hung highly praised the community for upholding the spirit of solidarity, mutual support, and assistance to one another. He noted that it is precisely in challenging times that the finest traditions and virtues of the Vietnamese people are most strongly demonstrated.
According to the Prime Minister, Russia is one of the countries with a large and long-established Vietnamese community. Throughout the various stages of Vietnam-Russia relations, the Vietnamese community in Russia has consistently accompanied and supported the homeland, making positive contributions to fostering the traditional friendship between the two nations.
The Prime Minister also commended the important role and highly effective activities of the Union of Vietnamese Organizations in the Russian Federation, as well as business associations, hometown associations, professional organizations, and other community groups in bringing people together, protecting the legitimate interests of the community, preserving Vietnamese cultural identity, and maintaining ties with the homeland.
He expressed satisfaction that the business activities of the Vietnamese community in Russia have also taken a positive direction, becoming increasingly sophisticated and sustainable. At the same time, Vietnam is focusing on restructuring its economy, enhancing productivity and competitiveness, and pursuing rapid and sustainable growth.
Although the global situation continues to evolve in a complex manner with numerous difficulties and challenges, the Prime Minister emphasized that Vietnam has still achieved positive results and accomplishments. These achievements, he noted, have been supported significantly by the 6.5 million Vietnamese living abroad, including the Vietnamese community in Russia.
The Prime Minister stated that Vietnam has set goals for stronger national development in the coming years, aiming to maintain double-digit economic growth for many consecutive years. By 2030, Vietnam seeks to become a developing country with modern industry and upper-middle-income status, and by 2045, a developed, high-income nation.
To achieve these goals, the Party and State have introduced and are implementing comprehensive solutions with the highest level of determination and effort, employing new approaches from the highest levels of leadership to local authorities and grassroots levels. These efforts are built upon maintaining macroeconomic stability and ensuring that the pursuit of high growth does not undermine macroeconomic stability or the major balances of the economy.
Discussing key tasks and solutions, the Prime Minister said that priority must be given to building an open, transparent policy framework aligned with international standards and practices in order to effectively mobilize and utilize domestic and international resources, including contributions from overseas Vietnamese communities around the world.
At the same time, Vietnam must transform its development model by moving away from capital- and labor-intensive growth toward development driven by science and technology, innovation, and digital transformation. He stressed that this is an indispensable requirement if Vietnam is to build a dynamic, independent, self-reliant economy with high productivity, quality, and competitiveness. In addition, promoting foreign relations and international integration remains a strategic and ongoing priority, while special attention continues to be given to overseas Vietnamese communities.
The Prime Minister once again emphasized that the goals set for the country are highly challenging and can only be achieved through unity, collective effort, and the strength of the great national solidarity bloc, including the contributions of Vietnamese people in Russia and the 6.5 million Vietnamese living abroad.
The head of government recalled that during General Secretary To Lam’s official visit to Russia and participation in the celebrations marking the 80th anniversary of Victory in the Great Patriotic War (May 2025), the highest leaders of the two countries reached a shared understanding and determination to comprehensively elevate mutually beneficial bilateral cooperation across all sectors, in line with the requirements of the new era of development.
The Prime Minister expressed his hope that the Vietnamese community in Russia would continue to uphold its patriotic tradition, creativity, dynamism, and unique advantages to contribute even more to the country's development. He encouraged Vietnamese entrepreneurs in Russia to further expand their investment and business activities; serve as bridges for bringing Vietnamese products into the Russian market and the Eurasian Economic Union; and introduce Russian products, technologies, and advanced management experience to Vietnam. He also called on the community to strengthen connections with research institutions, universities, and businesses in Vietnam, and to actively participate in programs related to innovation, digital transformation, science and technology development, and the training of high-quality human resources for the country.
The Prime Minister also expressed his hope that younger generations of Vietnamese in Russia would continue to study diligently, develop themselves, integrate into their host society, preserve the Vietnamese language and culture, nurture their love for the homeland, and become global citizens who carry with them a strong Vietnamese identity.
The head of government noted that the Vietnam-Russia traditional friendship, cultivated by generations of leaders and people of both countries, continues to develop positively and now stands before many new opportunities for cooperation in such fields as economy, trade, investment, energy, defense and security, education, and training.
The Prime Minister expressed confidence that the Vietnamese community in Russia will continue to serve as a pioneering force in strengthening people-to-people exchanges and promoting economic, trade, scientific-technological, and educational cooperation between the two countries, while acting as a strong bridge that further deepens the Vietnam-Russia Comprehensive Strategic Partnership.
Emphasizing that every Vietnamese living abroad should serve as an ambassador of the Vietnamese nation, the Prime Minister expressed his hope that overseas Vietnamese would continue to remain united, comply with the laws of their host countries, and help build the image of a civilized, compassionate, successful, and well-integrated Vietnamese community. At the same time, he encouraged them to always turn toward the homeland through practical actions and join hands in building a strong and prosperous Vietnam.

The Prime Minister affirmed that the Party, State, and Government consistently regard overseas Vietnamese as an inseparable part of the Vietnamese national community. The Party and State will continue to improve mechanisms and policies to create the most favorable conditions for overseas Vietnamese to preserve their cultural identity, stabilize their lives, safeguard their legitimate rights and interests, and participate more extensively in the nation’s development.
On this occasion, the Prime Minister commended the efforts of the Ambassador and the staff of the Embassy and Consulates General for promoting friendship and cooperation with Russia and concurrently accredited countries, successfully organizing numerous high-level and other delegation exchanges, and carrying out citizen protection work.
The Prime Minister called on Vietnam’s representative agencies in Russia to continue accompanying the community, listening to and understanding their concerns and aspirations, and promptly supporting and protecting the legitimate rights and interests of Vietnamese citizens and overseas Vietnamese. He particularly stressed the importance of further promoting the teaching and learning of the Vietnamese language, while continuing to demonstrate professionalism, resilience, and a strong sense of responsibility in contributing effectively to Vietnam’s relations with host countries and serving the cause of national construction and defense.
The Prime Minister also urged the Embassy and Consulates General of Vietnam in the Russian Federation to continue strengthening their work related to overseas Vietnamese in accordance with the spirit of Politburo Resolution No. 36-NQ/TW, Directive No. 45-CT/TW, and Conclusion No. 12-KL/TW.
He emphasized that Vietnam’s representative agencies must truly become a common home, a reliable support system, and a trusted address for overseas Vietnamese under all circumstances, especially during difficult times.
