	Ready to Take Necessary Measures to Ensure Safety of Vietnamese Citizens in Middle East

In his opening remarks at the seminar, Colonel Nguyen Hoa Chi said that with approximately 6.5 million people in over 130 countries, the Vietnamese community abroad is "an inseparable part of the nation and an important resource for the country." He emphasized the consistent and unwavering stance of the Vietnamese Party and State to ensure and promote human rights for Vietnamese people at home, and protect the legitimate rights and interests of Vietnamese abroad.

Recent practice demonstrates that the rights of Vietnamese citizens abroad are increasingly emphasized, safeguarded, and promoted. However, the situation still presents potential risks, including illegal immigration, human trafficking, forced labor, transnational fraud, and other acts infringing upon the legitimate rights and interests of Vietnamese citizens overseas. Addressing these challenges requires close coordination among relevant agencies in preventing, detecting, and combating violations, as well as providing timely support to citizens abroad.

The seminar featured five thematic presentations delivered by Deputy Chairman of the State Committee for Overseas Vietnamese Affairs, Ngo Trinh Ha, together with representatives from four units under the Ministry of Public Security: the Department of Legal Affairs and Administrative and Judicial Reform; the Immigration Department; the Department of Foreign Security; and the Criminal Police Department.

The presentations clarified several important aspects, including the rights of Vietnamese citizens abroad from the perspective of national and international law; the current situation of the Vietnamese community overseas and the risks affecting their legitimate rights and interests, such as illegal immigration, human trafficking, unlawful labor, transnational fraud, and related crimes; the role of the People’s Public Security Force and the coordination and cooperation between the Ministry of Public Security and other ministries and agencies in ensuring the rights of Vietnamese citizens abroad; and proposals for initiatives and solutions aimed at strengthening the protection and promotion of the rights and interests of Vietnamese citizens worldwide.

During the discussion, delegates from various units, including the Consular Department, the Department of Law and International Treaties under the Ministry of Foreign Affairs, the Department of Overseas Labor Management under the Ministry of Interior, the Investigation Police Office, and the Hanoi Police, shared insights from both legal perspectives and practical experience. Their contributions focused on citizen protection, support for victims of human trafficking, and the investigation and handling of crimes involving Vietnamese nationals abroad. Delegates also put forward solutions to overcome existing challenges and enhance the effectiveness of coordination among ministries and agencies in safeguarding the legitimate rights and interests of compatriots overseas.

Concluding the seminar, Colonel Nguyen Hoa Chi said that the event had been successfully organized. He stressed that the protection of Vietnamese citizens, wherever they may be, is the responsibility of every officer and every unit, and must be carried out regularly and with seriousness. He emphasized that the thematic presentations and delegates’ opinions provided diverse perspectives and valuable information for the research and practical work of relevant ministries, departments, and units. They also serve as an important basis for gathering input, offering advice, and proposing solutions to leaders at all levels, thereby improving the effectiveness of efforts to ensure the rights and interests of Vietnamese citizens abroad.
