Mock Trial to Raise Awareness on Combating IUU Fishing in Da Nang

Through the proceedings of the mock trial, fishermen were able to directly observe the litigation process and gain a clearer understanding of the severe penalties imposed for IUU violations, thereby raising awareness of law compliance when going offshore and engaging in fishing activities.

Mock Trial on IUU Violations Sends Strong Warning to Fishermen

On December 17, in Nui Thanh commune, Da Nang City, the Command of Coast Guard Region 2 coordinated with the Appellate Court of the Supreme People’s Court in Da Nang, the People’s Court of Area 5, the People’s Procuracy of Area 5 - Da Nang City, and Cong Ly Newspaper to organize a legal communication program on combating illegal, unreported and unregulated (IUU) fishing through the format of a “mock trial”.

With the aim of visualizing legal regulations through hypothetical situations, the organizing committee developed a script for a first-instance trial of defendants charged with the crimes of “organizing illegal exit of others” and “obstructing or disrupting the operation of computer networks, telecommunications networks, or electronic means”.

According to the mock indictment, in order to profit from fisheries resources, the two defendants used a pair of fishing vessels to organize the illegal transfer of 26 laborers to foreign waters for illegal fishing. This constituted a serious violation of Viet Nam’s laws and international conventions, adversely affecting national efforts to remove the IUU “yellow card”.

Through the proceedings of the mock trial, fishermen were able to directly observe the litigation process and gain a clearer understanding of the severe penalties imposed for IUU violations, thereby raising awareness of law compliance when going offshore and engaging in fishing activities.

Immediately after the trial, representatives of the Command of Coast Guard Region 2 and the coordinating units directly held dialogues and provided specific answers to fishermen’s questions regarding relevant legal regulations, while disseminating legal provisions on combating IUU fishing to participants in the mock trial. They also distributed 500 leaflets on IUU regulations and 500 handbooks of the Viet Nam Coast Guard Law.

Within the framework of the program, representatives of fishing vessel owners and fishermen in the area signed a commitment to jointly push back IUU fishing activities.

On this occasion, in order to encourage and support fishermen, the Command of Coast Guard Region 2 presented 45 meaningful gift packages, including portraits of President Ho Chi Minh, national flags, lifebuoys, blankets, flashlights, raincoats, and other items, to fishing households in difficult circumstances.

This activity not only helped fishermen gain a solid understanding of legal knowledge but also strengthened military-civilian solidarity, creating motivation for fishermen to confidently continue fishing at sea, contributing to the protection of sovereignty and the sustainable development of the marine economy.
