Quang Ngai Expands Cooperation with France on Green Industry and Clean Energy

As part of an official visit to France, a delegation from Quang Ngai Province held working sessions on July 8 with the French Development Agency (AFD) and EDF Group to expand cooperation in green industry, clean energy, sustainable infrastructure, and workforce development. The initiative aims to attract investment and promote the province's sustainable development.

AFD (France) Ready to Support Vietnam in Energy Transition and Green Transition

During the working visit to France from July 7 to 9, the Quang Ngai delegation, led by Nguyen Hoang Giang, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, met with representatives of the French Development Agency (AFD) and EDF Group on July 8. The meetings were part of the province's strategy to strengthen international cooperation and mobilize resources for green industrial development, energy transition, and sustainable growth.

At the meeting with AFD, Nguyen Hoang Giang thanked Anne Roos-Weil, Deputy Director for Eastern Europe, the Middle East, and Asia, along with AFD officials, for receiving the delegation. He highly appreciated AFD's continued support for Vietnam in general and Quang Ngai Province in particular through its development assistance programs.

As a French public financial institution operating under the French government, AFD is active in more than 110 countries, providing concessional financing, technical assistance, and policy advisory services to promote sustainable growth, climate resilience, and inclusive development. In Vietnam, AFD has partnered with localities since 1995 through projects focusing on infrastructure, environmental protection, and human resource development.

In Quang Ngai, AFD has financed several significant projects, including a US$10 million stormwater drainage and flood prevention project, with approximately 40 percent of the funding provided by AFD; a US$4 million Thach Nham irrigation system project; and a US$2.5 million project supplying teaching equipment for Dung Quat College. AFD was also among the first international partners to help Quang Ngai Sugar Joint Stock Company (QNS) access financing to expand its production.

Introducing the province's development potential, Nguyen Hoang Giang said that following its merger with Kon Tum Province, Quang Ngai has gained greater development opportunities by combining its coastal advantages with its strategic position along the East-West Economic Corridor. The two growth poles - Dung Quat Economic Zone in the east and Bo Y International Border Gate Economic Zone in the west - provide favorable conditions for expanding regional and international trade.

According to provincial leaders, Quang Ngai has strong potential in processing industries, renewable energy, logistics, agriculture, forestry, fisheries, and tourism. Dung Quat Seaport, capable of accommodating vessels of up to 200,000 DWT, provides an important foundation for the development of heavy industry and large-scale logistics services.

The province proposed that AFD continue sharing expertise in renewable energy, green industry, and green finance; facilitate connections between Quang Ngai and French businesses; support the training of high-quality human resources for economic and industrial zones; and explore programs to support infrastructure development, technical capacity building, and sustainable growth.

On the same day, the delegation also met with EDF Group executives, led by Patrick Charignon, Executive Vice President and Asia-Pacific Regional Director.

During the meeting, Nguyen Hoang Giang expressed his hope that EDF would share its experience in managing and operating smart power systems, developing clean and renewable energy projects, and helping the province access advanced technologies to support its energy transition.

Provincial leaders also encouraged EDF to introduce French companies to investment opportunities in Dung Quat Economic Zone, Bo Y International Border Gate Economic Zone, VSIP Quang Ngai Industrial Park, and other industrial parks in the province. They also proposed expanding cooperation in energy infrastructure, green transition, high-quality technical workforce development, and the implementation of modern industrial projects.

The meetings with AFD and EDF were regarded as an important step in strengthening cooperation between Quang Ngai Province and French partners, particularly as the province enters a new stage of development following its merger. Enhanced cooperation with French development finance institutions and leading enterprises is expected to help Quang Ngai gain greater access to capital, technology, management expertise, and green development models, thereby improving its competitiveness and promoting sustainable growth.

Earlier, on July 7, the Quang Ngai delegation met with leaders of the Embassy of Vietnam in France to discuss economic, trade, and investment cooperation between Vietnam and France. Provincial leaders called on the embassy to continue supporting investment promotion, business networking, and partnerships with French corporations and organizations, helping Quang Ngai develop into a regional center for industry, energy, and logistics in central Vietnam.
