Seminar Marking 50th Anniversary of Treaty of Amity and Cooperation in Southeast Asia

On February 25, at the United Nations Headquarters in New York (United States), on the occasion of the 50th anniversary of the signing of the Treaty of Amity and Cooperation in Southeast Asia (TAC), the ASEAN Committee in New York organized a symposium under the theme: “The Contribution of the TAC as a Regional Framework under Chapter VIII of the United Nations Charter.” The Vietnamese delegation, led by Ambassador Do Hung Viet, Head of the Permanent Mission of Viet Nam to the United Nations, attended the event.

According to information from the Permanent Mission of Viet Nam to the United Nations, the seminar was attended by representatives of the 11 ASEAN Member States, TAC member countries from various regions, as well as numerous legal experts, scholars, and representatives of Permanent Missions to the United Nations.

At the event, presentations by participating countries provided a comprehensive overview of the formation, development, and expansion of TAC membership, from a regional document signed by five countries in 1976 to an important political-legal framework that has now attracted the participation of 58 countries and organizations from across all continents.

Addressing the seminar, Ambassador Do Hung Viet stated that the principles and institutions established by the TAC have truly taken root in the region’s political life, contributing to shaping norms of conduct, fostering a “culture of restraint,” and promoting dialogue and consultation. These efforts have created a favorable environment for managing disputes, preventing risks and miscalculations, and strengthening trust and friendly relations among countries in Southeast Asia.

The Ambassador affirmed that the TAC has laid the foundation for implementing confidence-building measures and cooperation among ASEAN Member States. At the same time, it has extended its influence, contributing to shaping a broader security architecture in the Asia-Pacific region and enhancing relations between ASEAN and its dialogue partners through ASEAN-led mechanisms such as the ASEAN Regional Forum (ARF) and the East Asia Summit (EAS).

Discussing the relationship between the TAC and the global collective security architecture, Ambassador Do Hung Viet emphasized that the TAC stands as a typical success and a vivid testament to the complementary and mutually reinforcing relationship between the United Nations and regional mechanisms under Chapter VIII of the United Nations Charter.

On this occasion, ASEAN Member States reaffirmed their commitment to further promoting the values and principles of the TAC, strengthening dialogue, cooperation, and confidence-building, and making active contributions to peace, stability, and sustainable development in the region and the world.

The event once again underscored ASEAN’s centrality and leadership in the implementation of the TAC and regional initiatives, while reflecting the broad recognition and support of United Nations Member States for the TAC’s contributions to maintaining international peace and security, peacefully settling disputes, and strengthening confidence in multilateral institutions and processes grounded in international law.
