Amid mounting challenges to international security and growing concerns over the erosion of the global arms control architecture, Vietnam continues to play an active coordinating role by chairing a series of regional consultations aimed at fostering dialogue, building consensus, and making substantive preparations for the 2026 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

Last week, the regional consultation workshop for Latin American and Caribbean States Parties to the NPT was held in Panama City, Panama. The workshop was chaired by Vietnam and co-organized with the United Nations Office for Disarmament Affairs (UNODA) and the European Union (EU), with the participation of representatives from 25 countries, international organizations, and research institutes across the region.

This was the fourth and final workshop in the series of regional consultations organized by Vietnam in preparation for the 2026 NPT Review Conference, following similar consultations held in Asia-Pacific (Vietnam, October 2025), Africa (Ethiopia, November 2025), and the Middle East and North Africa (Jordan, January 2026). The completion of this series of consultations across multiple regions underscores Vietnam’s proactive and comprehensive efforts to ensure that the review process is substantive, inclusive, and effective.

In her opening remarks, Izumi Nakamitsu, Under-Secretary-General and High Representative for Disarmament Affairs, stressed that international security is facing profound challenges amid rising geopolitical tensions, limited dialogue among nuclear-weapon states, and the risk of reversal of past arms control achievements.

According to her, the NPT remains the central pillar and a key multilateral mechanism for maintaining the global nuclear order. However, the balance among the Treaty’s three pillars - nuclear disarmament, non-proliferation, and the peaceful uses of nuclear energy is being eroded, requiring stronger collective commitment from States Parties.

Ambassador Do Hung Viet, Permanent Representative of Vietnam to the United Nations and President-designate of the 2026 NPT Review Conference, chaired the workshop. He emphasized that in the context of a complex and evolving global landscape, the NPT Review Conference represents one of the most central multilateral processes for international peace and security.

The Ambassador shared Vietnam’s priorities in its capacity as President-designate, highlighting the importance of transparency, balance, and inclusiveness; ensuring that all voices are heard and that the legitimate concerns of States Parties are fully reflected throughout the preparation and conduct of the Conference.

He also called on Latin American and Caribbean countries - the world’s first nuclear-weapon-free zone - to continue playing an active role and contributing responsibly to the success of the 2026 Review Conference, thereby strengthening trust and advancing international cooperation in nuclear disarmament and non-proliferation.

Izabela Matusz, Ambassador and Head of the EU Delegation to Panama, reaffirmed the EU Member States’ commitment to fully implementing their obligations under the NPT, while calling for enhanced cooperation to improve the effectiveness and transparency of the review process.

During the workshop, participants engaged in seven thematic sessions focusing on key issues of the NPT review process. Many expressed concern over the challenges facing the current international security environment and their impact on prospects for consensus at the Conference. At the same time, delegates voiced their expectation that Vietnam would preside over the Conference in a balanced and effective manner, addressing the priorities of all States.

Countries in the region also emphasized the full implementation of the NPT’s three pillars; the strengthening of the Treaty of Tlatelolco; and the promotion of the Treaty on the Prohibition of Nuclear Weapons to enhance international peace and security.

The completion of the series of regional consultations ahead of the 2026 NPT Review Conference is regarded as an important step by Vietnam in fostering an open space for dialogue, enhancing mutual understanding, and narrowing differences. It also contributes to reinforcing a key multilateral mechanism on nuclear disarmament and non-proliferation at a time of significant global uncertainty.
