Vietnam Supports Global Nuclear Safeguards

The IAEA Board of Governors meeting was held in June 5-9. This week-long regular meeting focused on reviewing the annual report, especially on technical cooperation and nuclear inspection... for unanimous approval and submission to the 67th Session of the IAEA General Assembly in September 2023.

The other issues to be discussed are the implementation of the IAEA's Inspection Agreements with Iran, the Democratic People's Republic of Korea, and Syria.

In his opening remarks, IAEA Director General Rafael Mariano Grossi emphasized that the IAEA always makes efforts and timely supports members within its jurisdiction. He highlighted that the United Nations Security Council (UNSC) supported five principles proposed by the IAEA to ensure the security and safety of the Zaporizhzhya nuclear power plant in Ukraine.

As a member of the IAEA Board of Governors, Vietnam took part in the meeting by affirming the nation’s unwavering policy of backing the non-proliferation of nuclear weapons towards complete and thorough nuclear disarmament.

In the meeting, Ambassador Nguyen Trung Kien, Governor - Permanent Representative of Vietnam to the International Atomic Energy Agency (IAEA) highlighted the need to balance the three pillars of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), thereby elevating the rights of countries to use nuclear energy and technology for peaceful purposes in accordance with international law and NPT obligations.

Underlining Vietnam’s efforts and achievements in nuclear safeguards, Kien affirmed that the country always supports IAEA’s role and values technical cooperation programs, particularly ongoing ones between Vietnam and the IAEA. He discussed the ZODIAC program and the trilateral project among Vietnam, Laos/Cambodia, and the IAEA, suggesting that the IAEA to continue enhancing support for and technical cooperation with Vietnam in this field.

At the meeting, the Board also stressed how ineffective management of conventional ammunition has increased the risk of threatening global peace, security, and development. Thereby, a global framework for the safe and effective management of ammunition is much needed.

During the discussion, Minister Counselor Le Thi Minh Thoa, Deputy Head of the Permanent Mission of Vietnam to the United Nations, said that Vietnam shares common concerns about the risks of illegal trading, transfer and usage, and ineffective management of ammunition.

Thoa added that the global framework for conventional munitions management must be consistent with fundamental principles of international law and the United Nations Charter. The global framework must also take into consideration of the legitimate rights and interests of nations, engaged in the production, possession, purchase, and transfer of weapons and ammunition for national defense and security purposes.

The IAEA Board of Governors holds four sessions each year in March, June, September, and November, with the annual IAEA General Conference in September.

Vietnam was elected as a member of the IAEA Board of Governors in September 2021 for the 2021-2023 term. The agency currently consists of 35 members.
