From July 13 to 15, the High-level Political Forum on Sustainable Development (HLPF) 2026 convened at the United Nations Headquarters in New York, under the theme: "Advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for leaving no one behind."
According to the Vietnam News Agency (VNA) correspondent in New York, the forum reviewed global progress in implementing the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs).
Opening the forum, United Nations Secretary-General António Guterres warned that progress toward the 2030 Agenda remains off track, with only about one-third of the SDGs currently on course or showing moderate progress.
He noted that armed conflicts, widening inequality, climate change, rising food and energy prices, and mounting public debt continue to impede sustainable development efforts worldwide.
Addressing the high-level discussion, Minister Counsellor Nguyen Hai Luu, Deputy Permanent Representative of Vietnam to the United Nations, emphasized that with only four years remaining to achieve the 2030 Agenda, the international community must take more decisive action to accelerate progress on the SDGs.
He called for stronger technology transfer, efforts to bridge the digital divide, enhanced capacity-building, and sustainable financing mechanisms for developing countries, including middle-income nations.
Sharing Vietnam's experience, the Vietnamese diplomat highlighted the country's transition to upper-middle-income status as a significant milestone achieved through nearly four decades of Doi Moi (Renewal) reforms and its steadfast commitment to inclusive development.
He acknowledged, however, that like many middle-income countries, Vietnam continues to face challenges posed by climate change, while also needing to strengthen innovation capacity and competitiveness to avoid the middle-income trap.
Describing innovation as a key driver of sustainable development, Minister Counsellor Nguyen Hai Luu outlined Vietnam's efforts to advance digital transformation, promote green growth, expand renewable energy, and enhance resilience to climate change.

Reaffirming the importance of multilateralism, Minister Counsellor Nguyen Hai Luu stated that Vietnam supports efforts to reform the United Nations to make it more streamlined, effective and better equipped to address global challenges, thereby helping countries implement the 2030 Agenda for Sustainable Development more effectively.
