State President concludes trip for APEC Economic Leaders’ Week, bilateral activities in RoK

State President Luong Cuong and the high-ranking delegation of Vietnam on November 1 evening (local time) concluded their working visit to attend the 32nd APEC Economic Leaders’ Week and bilateral activities in the Republic of Korea (RoK).

On the evening of November 1 (local time), President Cuong left Busan for home, marking the end of a busy and productive schedule. Seeing the delegation off at the airport in Busan city were President of the National Diplomatic Academy of the RoK Choi Hyung Chan, Busan leaders, Vietnamese Ambassador to the RoK Vu Ho, Vietnamese Consul General in Busan Doan Phuong Lan, and staff from the Embassy and Consulate General.

During his time in Gyeongju, President Cuong attended multiple sessions and activities within APEC Economic Leaders’ Week, where he held bilateral meetings with leaders of APEC economies, including US President Donald Trump and General Secretary of the Communist Party of China and President of China Xi Jinping, as well as with heads of leading global corporations.

The Vietnamese leader delivered several important speeches and engaged in constructive dialogues at both the APEC Economic Leaders’ Meeting and the APEC CEO Summit 2025.

President Cuong put forward strategic and breakthrough proposals aimed at strengthening APEC’s role in international economic cooperation and integration, while enhancing its ability to respond to regional and global challenges. He also conveyed a strong message about Vietnam’s potential, advantages, policies, and strategic breakthroughs, helping the international community gain a better understanding of Vietnam's development orientations to continue supporting the country in the new era.

His participation in APEC events and meetings with leaders of economies and businesses was a step to carry out Vietnam’s foreign policy and the Party and State's major policies.

As part of his bilateral activities in the RoK, President Cuong held important talks with Korean President Lee Jae Myung, during which both sides reaffirmed their commitment to effectively implementing the existing cooperation mechanisms and agreements. The two leaders agreed to further strengthen mutually beneficial economic collaboration, in line with their development goals, and to create new and practical progress in cooperation.

President Cuong also met with leaders of Busan city, officials from Vietnam’s representative agencies, and members of the Vietnamese community in the southeastern region of the RoK. He attended the “Vietnam Day” event jointly organised by Gyeongsangbuk province, the Saemaul Globalisation Foundation, and the Vietnamese Embassy in the RoK.

President Cuong's working trip was a great success in both multilateral and bilateral aspects, leaving a good impression on Vietnam's role, position, and positive and substantive contributions in resolving economic, trade, and development cooperation issues in the region, as well as promoting Vietnam's relations with the RoK and other APEC economies.

PM orders int’l financial centre to become operational this November

Concluding a conference on the establishment of the International Financial Centre (IFC) in Vietnam on November 1, Prime Minister Pham Minh Chinh underscored that despite challenges, efforts must be accelerated to ensure the centre is up and running this November.

In line with the Party Central Committee and Politburo’s directives and a resolution of the National Assembly, the Government plans to set up an IFC in Ho Chi Minh City and Da Nang. The branch in HCM City will cover about 899 ha, and the one in Da Nang about 300 ha.

The PM stated that establishing an IFC is a new and difficult task, but it must be accomplished. He stressed the need for strong determination, great effort, and decisive action - avoiding both perfectionism and haste, yet seizing every opportunity - with a commitment to completing each task thoroughly and deliver tangible results.

He noted that the IFC establishment should draw on the experience of 20 others around the world, while also capitalising on the country’s creativity, historical and cultural strengths, and specific conditions.

He asked for close coordination with both domestic and international partners, between financial institutions and Vietnam’s state agencies; integrating finance with production, trade, and investment; combining internal and external strengths; and adhering to international law and practices applied flexibly and creatively in Vietnam’s context.

The Government leader clarified that Vietnam’s IFC has a steering committee chaired by the PM, two governing boards at the two locations, one supervisory body, and a court to resolve disputes in both places. The centre will operate on a digital basis and utilise artificial intelligence (AI) to enhance competitiveness and attract resources.

The centre should attract top domestic and international talent, provide a supportive and harmonious living environment with access to education, health care, and culture, blend tradition with innovation, and ensure close coordination among banking – financial institutions and other agencies, he stressed.

The PM said that financial and non-financial services there, as well as licensing and registration, should be flexible and favour post-approval supervision over pre-approval examination. The legal framework should be transparent and autonomous, separating domestic and international operations, with certain incentives and mechanisms.

Highlighting the importance of technology transfer, PM Chinh stressed that Vietnam’s IFC should not create barriers against other centres or among participants within and outside the centre. It should extend beyond finance to production, business, trade, and investment; stay globally competitive; and streamline all administrative procedures through a single-window system.

He asked authorities of HCM City and Da Nang to prepare infrastructure, conditions, and policies to ensure the IFC becomes operational in November 2025.

To do that, attention should be paid to applying science, technology, and innovation, and encouraging bold mindset and decisive action, he said, noting that resources come from vision and mindset, motivation stems from innovation and creativity, and strength derives from the people and businesses.

Delegates shared insights and proposed mechanisms, policies, and measures to ensure the centre’s early launch and efficient operation, including the legal status of its governing and supervisory bodies, operational and risk management mechanisms, product frameworks, trading market and infrastructure, and measures for attracting resources to the centre.

To delegates’ proposals, the PM tasked the Ministry of Finance and relevant agencies to review feedback and urgently finalise policies and the draft decree for the Government’s approval, ensuring the centre comes into operation this November.

Top legislator demands all-out efforts to successfully implement NA Party Organisation’s resolution

Politburo member, Secretary of the National Assembly (NA) Party Committee, and NA Chairman Tran Thanh Man on November 1 ordered resources be maximised to successfully implement the NA Party Organisation’s Resolution for 2025–2030.

He made the request while chairing a conference for disseminating and implementing the resolution of the first Congress of the NA Party Organisation, the 2025–2030 tenure. The event was connected online with Party committees, Party organisations, officials, and Party members across the entire NA Party Organisation.

He mentioned the requirements set for the NA Party Committee, the NA, the NA Standing Committee, NA agencies, as well as all Party members, officials, and civil servants, noting that the NA must take the lead in removing institutional obstacles, creating favourable conditions for people and businesses, and promoting socio-economic development, thereby laying a solid foundation for realising the target of double-digit growth in the next five years.

Emphasising the critical importance of resolution implementation, the top legislator urged the NA Party Orgaisation to swiftly institutionalise the resolution and conclusions of the Party Central Committee, Politburo, and Secretariat; execute the resolution decisively according to weekly, monthly, and quarterly schedules; and conduct regular monitoring to promptly resolve obstacles.

He underlined the need for strong solidarity and consensus within the Party Organisation, demanding coordinated, determined, and well-planned efforts to mobilise all resources for successfully achieving the resolution’s goals and tasks.

The NA leader demanded focus on training and developing cadres and Party members with the integrity, competence, and capacity needed to take on responsibilities, taking measures to improve the quality of those directly involved in lawmaking, and training young personnel.

Highlighting the crucial role of leaders, the Chairman stressed that they must demonstrate strong leadership, boldness, accountability, and innovation to implement the Party Central Committee’s and the NA Party Organisation’s resolutions effectively in their respective areas.

The NA Party Organisation must continue strong reforms to enhance the effectiveness and efficiency of inspection, supervision, and Party discipline; enforce strict rules; and intensify anti-corruption and anti-wastefulness efforts with greater determination and more decisive action to address weaknesses from the previous tenure, he said.

He requested the serious implementation of the Politburo's Resolution No. 35 on strengthening the protection of the Party's ideological foundation, and fighting and refuting wrong and hostile views in the new situation.

At the same time, Chairman Man requested closer coordination between the NA Party Committee and the Party committees subordinate to the Party Central Committee, particularly the Party committees of the Government and the Vietnam Fatherland Front, in performing tasks.

At the event, Deputy Secretary of the NA Party Committee Vu Hai Ha presented the key contents of the resolution of the NA Party Organisation’s first congress and an action plan for implementing it. The resolution sets seven targets on leadership over political task performance, five on the Party building, along with four key development breakthroughs.

UNESCO adopts resolution honouring Vietnamese scholar Le Quy Don

The United Nations Educational, Scientific and Cultural Organisation (UNESCO) on October 31 officially adopted a resolution on the honouring and joint commemoration of the 300th birth anniversary of Le Quy Don, one of Vietnam’s greatest cultural figures and scholars.

The decision was made at the 43rd session of the UNESCO General Conference held in Samarkand, Uzbekistan.

Ambassador Nguyen Thi Van Anh, Permanent Representative of Vietnam to UNESCO, said the adoption of the resolution is a moment of great pride not only for Hung Yen province, Le Quy Don’s hometown, but also for the entire Vietnamese people.

A delegation from Hung Yen, led by Nguyen Van Chien, member of the provincial Party Committee's Standing Board and head of the Party Committee's board for information and education and mass mobilisation, attended the event.

After the resolution was passed, Chien expressed gratitude to UNESCO and its member states for their support, pledging that the province will work closely with UNESCO and international partners to organise activities marking the scholar’s 300th birth anniversary in 2026.

UNESCO’s decision to honour and jointly commemorate the 300th birth anniversary of Le Quy Don demonstrates the international community’s recognition of Vietnam’s scientific, cultural, and educational heritage, as well as the scholar’s exceptional intellectual contributions.

The resolution is also part of UNESCO’s initiative to jointly celebrate influential global figures whose lives and work advance peace, education, cultural dialogue, and mutual understanding among nations — ideals that Vietnam shares deeply.

The recognition came as a result of close cooperation between Hung Yen province, the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism, and the Vietnam National Commission for UNESCO, together with Vietnamese and international experts.

The nomination dossier met UNESCO’s high standards, demonstrating Le Quy Don’s influence and alignment with the organisation’s values in education, culture, science, and communication.

Le Quy Don (August 2, 1726–June 11, 1784) was born in Dien Ha village, now part of Hung Yen province. Originally named Le Danh Phuong, with the courtesy name Doan Hau and literary name Que Duong, he served as a high-ranking mandarin during the Le Trung Hung (Revival Le) Dynasty. Widely regarded as one of Vietnam’s greatest scholars, he authored more than 40 works covering history, culture, agriculture, astronomy, and geography. His best-known writings including Van dai loai ngu, Kien van tieu luc, Dai Viet thong su, Bac su thong luc, and Toan Viet thi luc are considered encyclopedic in various fields.

To mark the 300th anniversary of his birth next year, Hung Yen province will host a series of cultural and educational events to celebrate his life and contributions.
