The event provided an opportunity to review the development journey of friendship and cooperation between Vietnam and France, while affirming the important role of people-to-people exchanges in strengthening mutual understanding, trust, and connections between the two peoples. Building on the foundation of the Comprehensive Strategic Partnership between Vietnam and France, bilateral cooperation has continued to expand across various fields, with culture and people-to-people diplomacy remaining key highlights that contribute to making the bilateral relationship increasingly substantive and effective.

Speaking at the celebration, Nguyen Thi Ngoc Dung, Chairwoman of the Ho Chi Minh City Vietnam–France Friendship Association, expressed her pleasure at seeing Vietnam–France relations overcome historical challenges and continue to deepen comprehensively and effectively, matching the stature of the Comprehensive Strategic Partnership. She emphasized that cooperation between localities has become a distinctive feature of Vietnam-France relations since the early 1990s .
To date, many localities of the two countries have implemented dozens of cooperation projects in areas such as urban planning, environmental protection, smart cities, healthcare, education, culture, human resource training, digital transformation, and sustainable development. In particular, Ho Chi Minh City has maintained effective cooperation with Brest Metropolitan Area and Lyon in urban development planning, heritage preservation and promotion, notably in the field of urban lighting. Cooperation between Ho Chi Minh City and French partners in education and training has also achieved many positive results.
According to Nguyen Thi Ngoc Dung, people-to-people diplomacy activities in Ho Chi Minh City, through cultural, artistic, and educational exchange events, have always received special attention and strong support from the public. The Ho Chi Minh City Vietnam–France Friendship Association hopes and believes that, in the coming time, the Consulate General of France in Ho Chi Minh City will continue to work closely with the Association to organize and promote meaningful people-to-people exchange activities, contributing to strengthening and developing bilateral relations between Vietnam and France.
Etienne Ranaivoson, Consul General of France in Ho Chi Minh City, expressed his pleasure at attending the meaningful ceremony celebrating the solidarity and friendship between the Vietnamese and French people. He stated that the elevation of bilateral relations to a Comprehensive Strategic Partnership in 2024 demonstrated the high level of trust, reliability, and sustainability in the relationship between the two countries. In the context of a world facing many complex changes, France–Vietnam cooperation has become one of the rare bright spots in international relations.

Appreciating Vietnam’s dynamic development, particularly that of Ho Chi Minh City, Etienne Ranaivoson said that France attaches great importance to economic cooperation with the city, which is home to a large proportion of French businesses investing in Vietnam and hosts the French Chamber of Commerce and Industry in Vietnam. He affirmed that the Consulate General of France in Ho Chi Minh City will continue to play its role as a bridge, promoting cooperation between the two sides, especially in the fields of culture, education, finance, and technology.
In response to the celebration of the National Day of the French Republic, the exhibition “Vietnam–France Artistic Exchange 2026” brought together six artists from Vietnam and France, featuring a diverse range of artworks in various styles and materials. The exhibited works offer unique perspectives on people, nature, and life, reflecting the cultural exchange between the two countries. Through artistic expression, the exhibition contributes to promoting cultural exchanges, connecting artists with the public, and further nurturing the friendship between the Vietnamese and French peoples.
Through the program, the friendship between the peoples of Vietnam and France continues to be strengthened, contributing to the promotion of cultural exchanges, the expansion of people-to-people cooperation, and the deepening of the Vietnam–France Comprehensive Strategic Partnership.
