Vietnam is pillar of multipolar world: UN Secretary-General

United Nations (UN) Secretary-General Antonio Guterres reiterated his support for Vietnam-a country he described as a wonderful partner and a pillar of the multipolar world.

The UN Secretary-General made the above statement during his meeting with State President Luong Cuong in New York, the U.S., on September 22.

Guterres expressed his desire for countries to strengthen cooperation in fulfilling the commitments they have made, adding that he is very much looking forward to his official visit to Vietnam at the end of October 2025.

The UN official expressed his admiration for Vietnam's socio-economic development achievements and its increasing international standing.

Guterres stated that Vietnam is an excellent partner and is actively participating in and contributing positively across all priority areas of the UN, particularly in peacekeeping, sustainable development, climate change response, and just energy transition.

He expected that emerging economies, including Vietnam will raise its voice, representation, and role in the global governance system.

Luong, for his part, affirmed that Vietnam advocates multilateralism and the central role of the UN in global governance.

He voiced his support for the UN reform process, adding that countries need to take a leading role in this process and engage in thorough discussions to ensure comprehensive and transparent reform.

Vietnam stands ready to welcome the UN to establish headquarters and offices in the Southeast Asian country, noted the State leader, adding that the country still needs support from the UN and international partners in its socio-economic development, cited VGP.

He called on the UN to enhance technical assistance, high-quality human resource training, and resource mobilization for developing countries, including Vietnam, particularly in accessing concessional climate finance, next-generation clean technology, and strengthening response capacity.

Both sides vowed to further deepen Vietnam–UN and ASEAN–UN relations in the coming period. They also highlighted the historic significance of singing the UN Convention on Cybercrime in Ha Noi in next October.

Vietnam’s achievements inspire region, partners: New Zealand officials

The Vietnamese Embassy in New Zealand celebrated the 80th anniversary of the National Day on September 22, drawing praise from senior New Zealand officials who described the Southeast Asian country’s achievements as a source of inspiration for the region.

The event brought together distinguished guests including Nguyen Trong Nghia, Politburo member, Secretary of the Communist Party of Vietnam Central Committee, and head of its Commission for Information, Education, and Mass Mobilisation, Speaker of the New Zealand House of Representatives Gerry Brownlee, Deputy Secretary - Americas and Asia Group of the Ministry of Foreign Affairs and Trade Grahame Morton, officials from New Zealand ministries, along with representatives of New Zealand businesses, organisations, localities, frienship associations, and the Vietnamese community.

Speaking at the ceremony, Ambassador Phan Minh Giang reviewed Vietnam’s 80-year journey, during which the country has weathered countless challenges to achieve historic milestones strengthening its national standing, capacity, and international reputation.

Vietnam is on the threshold of a new historic chapter; thus, the diplomat called on the Vietnamese across the globe to join hands to build a strong, prosperous, and happy nation, cited VNA.

He expressed gratitude for the substantive support that international friends, including New Zealand, have made available to Vietnam over the past years and affirmed confidence that the two countries' Comprehensive Strategic Partnership will continue to develop more intensively and extensively toward a prosperous and sustainable future for both peoples.

For his part, Brownlee gave his impressions of Vietnam's developmental achievements, hoping that the two countries will continue to advance the Comprehensive Strategic Partnership to bring tangible benefits to both sides.

Representing the New Zealand Government, Morton applauded Vietnam’s extraordinary achievements and strong commitment to peace, multilateral cooperation, and sustainable development, describing the attainments as a reflection of the country's potential, vision, and solidarity, and also as a source of inspiration for not only the region but also partners like New Zealand.

He emphasized that the establishment of the Comprehensive Strategic Partnership marked a new chapter for their relations, voicing optimism about the robust and sustainable development of bilateral ties with vast potential and opportunities ahead.

The celebration featured a photo exhibition showcasing 50 years of Vietnam – New Zealand relations and highlighting the Vietnamese culture and people. Guests were treated to distinctive cultural performances as well as Vietnam’s traditional cuisine.

Armenia, Vietnam boost cooperation in education and technology

Deputy Prime Minister Tran Hong Ha has highlighted the long-standing friendship between Vietnam and Armenia, urging stronger cooperation in education and technology at the Armenia-Vietnam Edtech Summit.

The event was co-organized on September 23 by the National Innovation Center, the Embassy of Armenia in Vietnam, the TUMO Center for Creative Technologies, and The Sentry.

The conference is designed to enhance co-operation in strategic areas such as education, technology, and innovation; develop high-quality human resources through knowledge sharing and creative initiatives; and build a sustainable joint ecosystem between the two countries.

It also creates conditions for sharing knowledge, experience, and best practices, thereby opening up possibilities for academic exchanges, joint training programs, and transnational technology projects.

Armenian Ambassador to Vietnam Suren Bagdasaryan said bilateral relations had grown stronger over the past decade through high-level visits and parliamentary exchanges. Referring to National Assembly Chairman Tran Thanh Man’s April 2025 trip to Armenia, he highlighted the role of TUMO, headquartered in Yerevan, which provides technology and AI education for students aged 12-18.

Thousands of young people worldwide have benefited from TUMO’s model, he said, noting that its expansion to Vietnam would mark a new milestone and symbolize the close friendship between the two nations.

In his speech, Deputy Prime Minister Tran Hong Ha affirmed the long-standing traditional bond between Vietnam and Armenia, founded by President Ho Chi Minh and nurtured by the profound sentiments of two nations with heroic struggles, rich traditions of creativity, and aspirations for development.

He pointed out that Armenia, once reliant on natural resources, had quickly transformed into a knowledge-based economy driven by technology, innovation, green growth, and digitalization, an experience valuable for Vietnam in its new development stage, according to VOV.

Vietnam, he stressed, has the political foundations to develop based on science, technology, and innovation, with knowledge and human resources as its new assets.

He applauded the cooperation proposals raised at the event and urged swift implementation to avoid delays, particularly in shaping effective mechanisms for joint work in education, technology, and innovation.

The TUMO model has grown to more than 20 centers worldwide, and Vietnam is expected to become a key destination. Ha called it “a step toward localizing and regionalizing modern educational methods, gradually replacing outdated approaches.”

“Education will be the pioneer in innovation, laying the foundation for a digital government, digital economy, digital society and ultimately a digital world,” he said. He expressed hope that TUMO would create new spaces for Vietnamese students and youth to connect research with practice, equipping them with strong skills and knowledge for future careers.

For such models to succeed, he added, close coordination between government, enterprises, and universities is essential. He urged international partners to help Vietnam shape public–private cooperation policies, clarify the state’s role, and establish financial and legal frameworks for sustainability.

Additionally, innovation centers, universities, and businesses also need to contribute to training human resources in high-tech sectors from semiconductors and digital technology to defense industry and space , Ha said.

Earlier the same day, the Deputy PM met Ambassador Bagdasaryan and praised Armenia’s commitment to bringing the TUMO concept directly to Vietnam. He emphasized that the greatest challenge lies not in infrastructure or funding, which can be mobilized from state and private sources, but in knowledge itself, the most valuable asset of those who designed the model.

Vietnam, he noted, can attract private-sector investment in education. Once TUMO proves effective, it should be expanded quickly through flexible models such as “TUMO boxes” or “TUMO containers” to bring knowledge to remote areas, he said.

PM orders strong, coordinated response to super Typhoon Ragasa

Prime Minister Pham Minh Chinh has issued dispatch No.171/CD-TTg, dated September 23, calling for urgent and decisive measures by ministries, agencies, and localities to respond to super typhoon Ragasa, the ninth storm that hit the East Sea this year.

According to the National Centre for Hydro-Meteorological Forecasting, at 4 pm on September 23, its eye was located about 680km east of China’s Leizhou Peninsula with wind speeds reaching Level 17 on Vietnam's wind scale, and gusts exceeding that. The storm is forecast to weaken slightly but remain very strong before making landfall in northern Vietnam on September 25 with wind speeds of Level 10–11, and gust reaching level 12–13. Rainfall will concentrate across the northern region and Thanh Hoa and Nghe provinces, with totals of 150–250mm, and over 400mm possible in some areas, raising the risk of urban flooding and landslides in mountainous areas.

In the dispatch, the PM directed ministers of Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, and Health, and leaders of provinces and cities from Quang Ngai northwards, to rigorously implement emergency measures without negligence or delay, reported VNA.

Local authorities, particularly in coastal provinces from Quang Ninh to Thanh Hoa, were asked to prioritize the protection of vulnerable groups, including the elderly, children and students; ensure the safety of fishing and transport vessels, offshore activities, homes, schools, healthcare facilities, industrial zones, dykes, dams and essential infrastructure; and review and prepare evacuation plans where necessary.

The Ministry of Agriculture and Environment was tasked with providing the most accurate, timely forecasts, and scenario-based warnings, ensuring the safety of fishing fleets, and coordinating reservoir operations. Other ministries were told to safeguard transport systems, power and telecom networks, oil and gas facilities, and production sites. The ministries of Defense and Public Security were instructed to prepare their forces and equipment to support evacuations, search and rescue, and disaster relief operations.

The PM also requested the Office of the National Civil Defense Steering Committee to coordinate resources for affected localities, while national media agencies – Vietnam Television, Voice of Vietnam and Vietnam News Agency – were directed to enhance coverage of storm developments and government directives to guide public preparedness.

Deputy PM Tran Hong Ha is responsible for overseeing inter-agency coordination. The Ministry of Agriculture and Environment and the Office of the Civil Defense Steering Committee will send working teams to inspect and support local responses.
