Under the MoU, the two sides will coordinate to build and deploy joint tourism cooperation programmes between the two countries.
They will exchange delegations of national tourism agencies, investors, travel firms and media agencies.
The two sides will also support each other in issues related to administrative procedures, providing information and organising tourism promotion activities in the two countries.
The Vietnam National Administration of Tourism (VNAT), Vietnam Airlines and several local tour and hotel operators took part in the 2019 Moscow International Travel & Tourism Exhibition (MITT), which took place in the Russian capital from March 12 to 14.
According to the VNAT, the number of Russian tourist arrivals in Vietnam grows by 30 percent annually on average, with the total number of arrivals expected to reach 1 million by 2020.
In 2018, 600,000 Russian people visited Vietnam, raking 6th among all countries in terms of visitor numbers.
