The 9th Congress of the Youth Union was convened to review and assess the implementation of the Resolution of the Youth Union Congress of VUFO for the 2022-2025 term; to determine orientations and objectives for Youth Union work and youth movements in the 2025-2030 term; thereby reaffirming the role and enhancing the quality of Youth Union activities, promoting the intelligence of its members, and contributing to the successful fulfillment of the political tasks of VUFO.

Dynamic and Substantive Activities

During the 2022-2025 term, the VUFO Youth Union organized and presided over nearly 30 activities, while also actively participating in numerous programs launched by higher-level Youth Unions and the VUFO Party Committee. These activities spanned across various fields: political education, revolutionary movements, support for young people, international work, and organizational development of the Youth Union.

The Executive Committee of the Youth Union identified political and ideological education as its central and continuous mission, aiming to foster political steadfastness, moral integrity, revolutionary ideals, and aspirations for dedication among the younger generation. The Union earnestly implemented Directive No. 05-CT/TW of the Politburo on studying and following the ideology, morality, and style of Ho Chi Minh through documentary screenings, seminars, and thematic activities. Numerous “Return to the Roots” activities in Phu Tho and Thai Nguyen provided Youth Union members with enriching experiences and a deeper understanding of the nation’s tradition of struggle. The Union also organized commemorative activities honoring Party leaders, thereby inspiring members’ aspirations for contribution and their sense of responsibility toward the Fatherland.

Moral and lifestyle education was reinforced through campaigns such as “One good news each day, one beautiful story each week.” Seminars on workplace culture and the identity of foreign affairs officers, together with various artistic and sports activities, contributed to shaping the exemplary and professional conduct of Youth Union members in the people-to-people diplomacy environment.

The volunteer youth movement thrived vibrantly, closely aligned with the distinctive features of foreign affairs work. Members actively participated in humanitarian blood donation, the “Green Sunday” campaign, gratitude activities, and directly supported international conferences and multilateral friendship events in roles such as interpreters, media officers, and protocol staff.

The Union also paid attention to promoting a reading culture, organizing numerous book-sharing seminars on history, politics, and foreign affairs. Academic and research activities were strengthened through skill workshops, participation in academic competitions, thematic presentations, and particularly involvement in a national-level project on people-to-people diplomacy. These efforts helped members cultivate political steadfastness, research thinking, and policy competence.

Capitalizing on their strengths as youth from a people-to-people diplomacy agency, the Youth Union actively participated in international conferences, seminars, and forums such as the Minister-Youth Dialogue on Foreign Affairs 2023, the ASEAN Future Forum 2024, as well as people-to-people friendship exchanges. Members accompanied numerous international delegations and contributed to the organization of high-level events. They also directly took part in welcoming and serving at events attended by senior leaders of Vietnam and other countries, while engaging in cultural exchanges and promoting the image of Vietnam and its people.

The VUFO Youth Union also focused on training and fostering Youth Union officials to meet the demands of innovation and organizational streamlining. Annually, members and officials participated in training courses on youth work skills and digital communication, thereby improving their organizational capacity, operational skills, and overall effectiveness of Youth Union activities.

Five Key Tasks and Solutions

With the action motto “Youth of the Vietnam Union of Friendship Organizations: Pioneering - United - Courageous - Innovative - Development-Oriented,” the Youth Union of VUFO identified five key tasks and solutions for the 2025-2030 term.

First, to strengthen communication, education, and the cultivation of revolutionary ideals, ethics, cultural lifestyle, and national pride among its members.

Second, to widely implement the “Five pioneering” movement, encouraging young people to take the lead in innovation, international integration, volunteerism for the community, and national defense.

Third, to focus on implementing a comprehensive youth development program, creating an environment for members to cultivate intellect, physical well-being, and cultural-spiritual life.

Fourth, to build a strong Youth Union organization, promoting its core role in uniting and gathering young people, and closely linking Union activities with political tasks.

Fifth, to step up participation in building and safeguarding the Party and the political system, with emphasis on discovering, fostering, and recommending outstanding members for Party admission, thereby contributing to building a clean and strong Party.

In his directive speech, VUFO Vice President Dong Huy Cuong acknowledged that during the past term, the Youth Union of VUFO had effectively carried out political and ideological work, proactively provided advice, and organized numerous in-depth and impactful thematic activities. Youth Union members made practical contributions to foreign affairs activities and the agency’s missions, demonstrating a strong sense of responsibility and work ethic.

Entering the new term amid global complexities, Dong Huy Cuong urged Youth Union members to continue cultivating ideals, political steadfastness, professional competence, skills, and physical fitness to meet task requirements. He emphasized that the Executive Committee must uphold its core role in fostering and mobilizing members’ participation in common activities; maintain regular and disciplined operations; promote traditional education; enhance the quality of movements; and affirm the pioneering, innovative, united, and vanguard spirit of the Youth Union, thereby contributing to people-to-people diplomacy and the cause of national construction and defense.

Nguyen Nhat Linh congratulated the Congress on its success and highly valued the dynamism and creativity of the youth of VUFO.

He emphasized that in the upcoming term, the Youth Union of VUFO should continue to foster political steadfastness and enhance members’ understanding of Marxism-Leninism; vigorously promote practical action movements aligned with professional duties; and build a contingent of Youth Union officials with strong moral qualities, professional competence, foreign language proficiency, and foreign affairs capability. At the same time, it should seek to innovate and diversify activities to attract broader participation. He also underscored the importance of promoting solidarity, mutual support, and leveraging professional strengths to ensure effective coordination in fulfilling the tasks of the new term.

The Congress adopted the results of the election of the Executive Committee of the Ho Chi Minh Communist Youth Union of VUFO, 9th term (2025-2030), consisting of five members. Pham My Le was designated Secretary of the Executive Committee for the 2025-2030 term.

The Congress also approved the election of delegates to attend the 1st Congress of the Youth Union of the Vietnam Fatherland Front and Central Mass Organizations, including five official delegates and one alternate delegate.
