14th Vietnam Trade Union Congress to Elect 135 Members to New Executive Committee

On the afternoon of June 4, as part of the Congress agenda, delegates were presented with the personnel proposal for the 14th Executive Committee and received guidance on discussing personnel matters within their respective delegations.
Nguyen Anh Tuan, Member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front, and President of the 13th-term Vietnam General Confederation of Labour, stated that the formation of the 14th Executive Committee for the 2026–2031 term is guided by four key requirements.
Accordingly, the Executive Committee must meet the standards and conditions set by the Party; possess competence, capability, and prestige; maintain solidarity and unity in both will and action; and serve as a model in terms of political steadfastness, moral qualities, lifestyle, and professional capacity. It must be capable of meeting the demands of the workers’ movement and trade union activities in the new period, thereby ensuring the successful implementation of the Resolution of the 14th Vietnam Trade Union Congress.
At the same time, the formation of the Executive Committee must prioritize quality while maintaining an appropriate size and structure. Positions that require representation but for which qualified and eligible candidates have not yet been identified will remain vacant and be filled during the term.

The composition of the 14th Executive Committee is designed to reasonably inherit the structure of the 13th term while incorporating adjustments and additions in the spirit of innovation and in line with practical requirements. Its membership is intended to ensure representation across trade union levels, professions, economic sectors, localities, and fields of work; maintain a balanced age structure; and comply with regulations regarding the proportion of female officials and officials from ethnic minority groups.
Personnel work is required to be carried out in a democratic, transparent, and procedural manner, in accordance with Party regulations, the Charter of the Vietnam Trade Union, and the guidance of the Presidium of the VGCL. It must also strictly adhere to the standards and conditions prescribed by the Party and the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations.
Pursuant to Conclusion No. 126 of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, the 14th Executive Committee of the Vietnam General Confederation of Labour for the 2026-2031 term will comprise 145 members, a reduction of 32 compared to the 13th-term committee, which had 177 members.
Based on this structure, the Congress will elect 135 members. Approximately 10 positions will remain vacant because a number of localities, units, and agencies at the central, provincial, and grassroots levels have not yet introduced suitable candidates. These positions will continue to be supplemented and completed during the term. To ensure a surplus candidate ratio of more than 10 percent as required, the personnel plan submitted to the Congress is expected to introduce 150 candidates for the election of 135 Executive Committee members.
“On that basis, the 13th Executive Committee of the Vietnam General Confederation of Labour has developed the personnel proposal for the 14th Executive Committee and submitted it to the Congress for consideration and decision,” Nguyen Anh Tuan said.
Later in the afternoon, delegate groups continued discussions on personnel matters related to the 14th Executive Committee at separate discussion venues within the National Convention Center.
