The Congress holds special significance in orienting trade union activities, caring for and protecting the legitimate and lawful rights and interests of union members and workers, while affirming the role of the Trade Union organization in building a modern and strong Vietnamese working class.

To prepare for the Congress, the Presidium of the Vietnam General Confederation of Labour (VGCL) has issued a Decision on convening delegates to attend the 14th Vietnam Trade Union Congress for the 2026-2031 tenure.

According to the Decision, the Presidium of the VGCL will convene 780 official delegates to attend the 14th Vietnam Trade Union Congress for the 2026-2031 tenure from June 3-5 at the National Convention Center in Hanoi. At the same time, 51 delegations will be established to attend the Congress, representing provincial and municipal federations of labour, central-level industrial trade unions, trade unions of economic groups, and trade unions of corporations under the VGCL.

The motto of the 14th Vietnam Trade Union Congress for the 2026-2031 tenure is: “Solidarity - Democracy - Discipline - Innovation - Development.”

The Congress has set the following goals: focusing on developing union membership, improving the organizational model, and enhancing operational effectiveness; investing resources and innovating methods in carrying out the tasks of representation, care, and protection of the lawful and legitimate rights and interests of union members and workers; promoting democracy in the workplace; stepping up communication and mobilization of workers to foster innovation and creativity, pioneer the application of science and technology, build new productive forces, improve labour productivity, and contribute to building a peaceful, independent, democratic, prosperous, civilized, and happy country.

Breakthrough Areas: Improving the quality of trade union officials, especially full-time officials and grassroots trade union presidents; Strongly applying science and technology and digital transformation in trade union activities and promoting production and business operations.

Key Tasks and Solutions: Enhancing the effectiveness of activities representing, caring for, and protecting the lawful and legitimate rights and interests of union members and workers; promoting the role of trade unions at all levels in participating in State management and socio-economic management, as well as inspection, examination, and supervision activities; Conducting communication, education, and mobilization activities to encourage union members and workers to improve their qualifications and vocational skills, comply with the law, and contribute to national construction and defense; Building a strong Trade Union organization, participating in Party and political system building, and expanding international cooperation on trade unions; Innovating operational methods and improving the effectiveness of direction and administration at all trade union levels.
