On the morning of June 8 in Hanoi, the 9th National Congress of the Vietnam Farmers’ Union for the 2026-2031 term officially opened with the participation of 600 outstanding delegates representing nearly 10 million officials, members, and farmers nationwide.

The Congress takes place as the country enters a new era. The entire Party, people, and armed forces are actively implementing the Resolution of the 14th National Party Congress and resolutions issued by the Politburo.

At all levels, the Vietnam Farmers’ Union and the Vietnamese peasantry are striving to implement Party and Politburo resolutions, particularly Resolution No. 46-NQ/TW dated December 20, 2023; Government Resolution No. 69/NQ-CP dated May 11, 2024; Prime Minister’s Decisions No. 182/QD-TTg dated February 20, 2024, No. 517/QD-TTg dated March 5, 2025, No. 1081/QD-TTg dated June 5, 2025, and No. 110/QD-TTg dated January 16, 2026; the Resolution of the 8th National Congress of the Vietnam Farmers’ Union for the 2023-2028 term; and resolutions adopted by Farmers’ Union congresses at all levels for the 2025-2030 term.

Under the theme “Solidarity - Democracy - Breakthrough - Cooperation - Development,” the Congress is tasked with reviewing the situation and outcomes of the Union’s work and farmers’ movement since the 8th Congress; setting out directions, objectives, tasks, and solutions for the 2026-2031 term; and concretizing the spirit of the Resolution of the 1st National Congress of the Vietnam Fatherland Front for the 2026-2031 term.

The Congress is delighted, honored, and privileged to welcome leaders and former leaders of the Party, State, and Vietnam Fatherland Front, along with distinguished guests and delegates who have come to attend and provide guidance to the Congress.

Among the Party and State leaders in attendance are: Tran Thanh Man, Politburo Member and Chairman of the National Assembly of the Socialist Republic of Vietnam; Nong Duc Manh, former General Secretary of the Central Committee of the Communist Party of Vietnam; Nguyen Van An, former Politburo Member and former Chairman of the National Assembly of the Socialist Republic of Vietnam; Nguyen Sinh Hung, former Politburo Member and former Chairman of the National Assembly of the Socialist Republic of Vietnam; Nguyen Thi Kim Ngan, former Politburo Member and former Chairwoman of the National Assembly of the Socialist Republic of Vietnam; Tran Cam Tu, Politburo Member and Permanent Member of the Secretariat of the Communist Party of Vietnam; Tran Quoc Vuong, former Politburo Member and former Permanent Member of the Secretariat of the Communist Party of Vietnam; and Bui Thi Minh Hoai, Politburo Member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, and President of the Central Committee of the Vietnam Fatherland Front.

Also attending the Congress are Politburo members, Secretariat members, the Vice President, Deputy Prime Ministers, Vice Chairpersons of the National Assembly, members and alternate members of the Party Central Committee, representatives of the Central Committee of the Vietnam Fatherland Front, leaders of central agencies, ministries, sectors, and mass organizations, leaders of provincial and municipal Party committees and Party organizations under the Central Committee, representatives of partner enterprises, and Labor Heroes in the agricultural sector.

Representing the Central Committee of the Vietnam Farmers’ Union are Luong Quoc Doan, Member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee and Chairman of the Central Committee of the Vietnam Farmers’ Union; former chairpersons, vice chairpersons, and former vice chairpersons of the Central Committee of the Vietnam Farmers’ Union through different periods; and members of the Standing Committee and Executive Committee of the 8th-term Central Committee of the Vietnam Farmers’ Union.

In particular, 598 delegates - outstanding officials and farmer members representing the will, aspirations, and intellect of more than 10 million officials and farmer members nationwide - attended the Congress.

In his opening address, Luong Quoc Doan, Member of the Party Central Committee and Chairman of the Central Committee of the Vietnam Farmers’ Union, affirmed that throughout its history of formation and development, under the leadership of the Communist Party of Vietnam and the great President Ho Chi Minh, the Vietnamese peasantry and the Vietnam Farmers’ Union have always remained steadfastly loyal to the Party. They have demonstrated profound patriotism, self-reliance, resilience, and aspirations for advancement; continuously strengthened themselves politically, ideologically, and organizationally; and made significant contributions to the struggle for national liberation, as well as the construction and defense of the Fatherland.

Chairman Luong Quoc Doan emphasized that during the first half of the past term, under the sound leadership of the Party, the effective management of the State, the coordination of the Vietnam Fatherland Front, ministries, sectors, and mass organizations, and the support of the business community, officials, members, and farmers nationwide have upheld traditions of diligence and creativity, solidarity, self-reliance, and resilience. Together, they have overcome numerous difficulties and challenges and achieved many important accomplishments.

Efforts to build and strengthen the Union’s organizational system have been implemented comprehensively. The restructuring and consolidation of the organizational apparatus and personnel at all levels have been carried out decisively and effectively, in line with the new organizational model. Most key targets have been achieved or surpassed, with many recording outstanding results. Advisory and policy recommendation work has yielded significant outcomes, leading to the Prime Minister’s approval of four major projects, thereby creating a foundation and momentum for breakthroughs and innovation in the Union’s activities and the farmers’ movement.

According to Luong Quoc Doan, the 9th National Congress of the Vietnam Farmers’ Union is taking place at a time when the country is entering a new stage of development, characterized by intertwined opportunities, advantages, difficulties, and challenges.

At all levels, the Farmers’ Union is proactively and actively implementing the Resolution of the 14th National Party Congress and the Politburo’s strategic resolutions. At the same time, it continues to vigorously implement Politburo Resolution No. 46-NQ/TW on reforming and improving the quality of the Vietnam Farmers’ Union’s activities to meet the requirements of revolutionary tasks in the new period. The Union is also concretizing the directives of Party General Secretary and State President To Lam, which call on the Vietnam Farmers’ Union to focus on developing “green rural livelihoods - digital agriculture - value chains” in association with the development of collective economic models and cooperatives, thereby meeting the requirements for renewing the Union’s work and the farmers’ movement in the new era.

“Therefore, the requirement for all levels of the Vietnam Farmers’ Union is to strongly innovate in content and methods, improve the quality and effectiveness of activities, effectively fulfill its representative role in caring for and protecting the legitimate rights and interests of members and farmers, and strengthen its role as a reliable bridge between farmers and the Party and the State. The Union must participate in Party building, the development of the political system, and the great national unity bloc based on strengthening the worker-farmer-intellectual alliance; proactively integrate internationally, enhance the effectiveness of international cooperation and people-to-people diplomacy; and contribute to the development of ecological agriculture, modern rural areas, and civilized farmers, joining hands in promoting the country’s rapid and sustainable development,” Chairman Luong Quoc Doan emphasized.

He further affirmed that, building upon the glorious traditions of the Vietnamese peasantry and the Vietnam Farmers’ Union, and with profound confidence in the Party’s leadership and the country’s renewal process, the Union is determined to build a comprehensively strong Vietnam Farmers’ Union that truly serves as the center and core force of the farmers’ movement and the new rural development program. It also aims to foster a civilized and comprehensively developed Vietnamese peasantry with determination, self-reliance, resilience, and aspirations for advancement, thereby contributing to the building of a peaceful, independent, democratic, prosperous, thriving, civilized, and happy Vietnam steadily advancing toward socialism.

Presenting a summary report on the implementation of the Resolution of the 8th National Congress of the Vietnam Farmers’ Union for the 2023–2028 term, Phan Nhu Nguyen, Permanent Vice Chairman of the Central Committee of the Vietnam Farmers’ Union, stated that the 9th National Congress of the Vietnam Farmers’ Union is being held as the country enters a new era. The entire Party, people, and armed forces are actively implementing the Resolution of the 14th National Party Congress and the resolutions of the Politburo.

At all levels, the Farmers’ Union and the Vietnamese peasantry are making every effort to implement Party and Politburo resolutions, particularly Resolution No. 46-NQ/TW dated December 20, 2023, Government resolutions, the Resolution of the 8th National Congress of the Vietnam Farmers’ Union for the 2023-2028 term, and resolutions adopted by Farmers’ Union congresses at all levels for the 2025-2030 term.

Looking back on the past term, the Union’s work and the farmers’ movement continued to achieve important results and numerous breakthroughs. Sixteen out of eighteen targets were achieved or exceeded, with several difficult targets surpassing even the goals set for the entire term. Notable achievements include the establishment of cooperative groups exceeding the target by 4.5%, the establishment of cooperatives surpassing the target by 2.8%, the number of members participating in voluntary social insurance exceeding the target by 2.8%, the number of households participating in e-commerce platforms surpassing the target by 21.5%, and the growth of the Farmers’ Support Fund exceeding the target by 17.3%.

The organizational structure of the Union at all levels has continued to be consolidated and streamlined, operating more effectively, while the quality of officials and members has improved. The restructuring of the Union’s apparatus under the Vietnam Fatherland Front has been carried out decisively and synchronously. Training and capacity-building programs for officials have received considerable attention, achieving 156.3% of the planned target.

Inspection, supervision, and disciplinary enforcement have been implemented seriously and in accordance with regulations. Relevant implementation documents, including regulations, rules, and guidelines, have been issued in a timely manner, while inspection committees at all levels have been consolidated and strengthened in line with the new organizational model.

At the same time, the content and methods of the Union’s activities have undergone significant innovation, resulting in improved quality and effectiveness, with a stronger focus on grassroots levels. Particular emphasis has been placed on developing mechanisms and policies and advising the Prime Minister on the approval of four major projects, thereby creating a foundation and resources for all levels of the Union to innovate their operations, especially in supporting members and farmers in promoting cooperation, linkages, and effective, safe, and sustainable production and business development, while improving the capacity of Union officials and outstanding farmer-entrepreneurs.

The movement “Farmers competing in good production and business, joining hands to prosper and reduce poverty sustainably” has been renewed and enhanced in quality. Each year, 6.5 million households have been mobilized to register for participation (reaching 112.6% of the target and exceeding the planned indicator by 19.1%). Of these, more than 3.4 million households have earned the title of outstanding producers and business operators at various levels (reaching 121.3% of the target and exceeding the planned indicator by 27.5%). Numerous exemplary individuals have emerged with innovative initiatives and creative approaches.

Support and guidance activities for members and farmers in developing new agricultural production models, value-chain cooperation and linkage models, and effective economic models in agriculture and rural areas have continued to be expanded.

Legal consultation, dissemination of legal knowledge, legal education, and legal aid services for farmers have been strengthened, with nearly 2.5 million consultations provided and more than 796,000 beneficiaries receiving legal aid. The transfer of advanced science and technology, high technology, and new production and business technologies to members and farmers has also been intensified through training programs for more than 2.8 million members and support for the establishment of over 4,900 pilot models.

Emulation and commendation work has been renewed and enhanced in quality. The Union promptly revised and supplemented its regulations on emulation and commendation, while adjusting emulation clusters to align with the reorganization of administrative units. It successfully organized the 6th Patriotic Emulation Congress of the Vietnam Farmers’ Union, major programs and events of the Union, and participated in significant national events.

Under the theme “Solidarity - Democracy - Breakthrough - Cooperation - Development,” the 9th National Congress of the Vietnam Farmers’ Union has identified its direction for the 2026-2031 term as building a strong Vietnam Farmers’ Union; promoting the role of farmers as the principal actors and central force in agricultural development, the rural economy, and new rural development; and inspiring aspirations for a strong, prosperous, civilized, and happy nation in the new era.

The Congress has set out 11 specific targets and four breakthrough solutions, focusing on: continuing to strongly innovate methods of mobilizing and uniting farmers in association with digital transformation in Union activities; concentrating efforts on mobilizing and supporting farmers in developing collective economic models in agriculture while ensuring food safety; enhancing the knowledge and skills of Union officials and farmer members, with particular emphasis on digital knowledge and skills; and intensifying efforts to encourage, guide, and support outstanding farmers engaged in production and business to participate in the development of enterprises operating in the agricultural sector.
