Legacy of Eight National Congresses of Vietnam Farmers’ Union: Journey of Renewal and Development of Vietnam’s Peasantry

From the 1st National Congress in 1988 to the 8th National Congress for the 2023-2028 term, the National Congresses of the Vietnam Farmers’ Union have not only marked the growth and maturity of the Union itself but have also vividly reflected the increasingly important role of the peasantry in the country’s renewal process, agricultural development, new-style rural development, and international integration.

1. The 1st National Congress (1988-1993 Term)

The 1st National Congress of the Vietnam Farmers’ Union was held from March 28-29, 1988, at Ba Dinh Hall in Hanoi. The Congress was attended by 613 delegates representing 11,188,789 farmer cadres and members. It elected a Central Executive Committee consisting of 95 members. Pham Bai, a member of the Party Central Committee, was elected Chairman of the Central Executive Committee of the Vietnam Farmers’ Union.

The Congress marked a significant milestone in the nearly six-decade glorious history of the farmers’ movement, opening a new stage of development for both the movement and the Vietnam Farmers’ Union. It officially established a broad socio-political organization of the peasantry with a complete organizational system extending from the central level to grassroots units.

2. The 2nd National Congress (1993-1998 Term)

The 2nd National Congress was held from November 15-19, 1993, at Ba Dinh Hall in Hanoi. It was attended by 600 delegates representing 7,269,982 farmer cadres and members. The Congress elected 77 members to the Central Executive Committee. Nguyen Van Chinh (Chin Can), a member of the Party Central Committee, was re-elected Chairman of the Central Executive Committee of the Vietnam Farmers’ Union.

This was the Congress of “Renewing the Organization, Content, and Methods of Operation.” It identified the overall direction of renewing the Union’s organization, content, and operational methods to meet the requirements of socio-economic development and new-style rural development, while serving the practical interests and needs of farmer members. It also aimed to build strong grassroots-level Union organizations in all aspects, enabling them to become the core force of the farmers’ movement in socio-economic development and new-style rural development.

3. The 3rd National Congress (1998-2003 Term)

The 3rd National Congress was held from November 17-20, 1998, at the Friendship Cultural Palace in Hanoi. The Congress brought together 700 delegates representing 7,215,544 farmer cadres and members. It elected 114 members to the Central Executive Committee. Nguyen Duc Trieu, a member of the Party Central Committee, was re-elected Chairman of the Central Executive Committee of the Vietnam Farmers’ Union.

The Congress outlined tasks and solutions to implement the Party’s policy of accelerating industrialization and modernization in agriculture and rural areas. It also emphasized continued innovation and the stronger promotion of the Union’s core role in organizing and mobilizing farmers to harness internal resources, practice thrift, contribute to national development, and advance the industrialization and modernization of agriculture and rural areas.

4. The 4th National Congress (2003-2008 Term)

The 4th National Congress was held from November 22-25, 2003, at the Friendship Cultural Palace in Hanoi. It was attended by 860 delegates representing 8,173,238 farmer cadres and members. The Congress elected 120 members to the Central Executive Committee. Vu Ngoc Ky, a member of the Party Central Committee, was elected Chairman of the Central Executive Committee of the Vietnam Farmers’ Union.

The theme of the Congress was “Solidarity - Renewal - Democracy - Development.” It identified the direction of building a strong Vietnam Farmers’ Union in all aspects, serving as the center and core force of the farmers’ movement and the new-style rural development process. The Congress also emphasized enhancing the representative role of the peasantry in Party-building and the development of clean and strong government institutions, while taking the lead in the cause of agricultural and rural industrialization and modernization for the goal of “a prosperous people, a strong nation, and a just, democratic, and civilized society.”

5. The 5th National Congress (2008-2013 Term)

The 5th National Congress was held from December 22–25, 2008, at the National Convention Center in My Dinh, Hanoi. The Congress was attended by 1,175 delegates representing 9,563,577 farmer cadres and members. It elected 124 members to the Central Executive Committee. Nguyen Quoc Cuong, a member of the Party Central Committee, was re-elected Chairman of the Central Executive Committee of the Vietnam Farmers’ Union.

The Congress adopted the theme “Solidarity - Renewal - Integration - Development.” It set forth the orientation of building a strong, dynamic, and creative peasantry as the principal actor in agricultural and rural development; and building a Farmers’ Union that is politically steadfast, organizationally strong, and united in action, serving as the center and core force of the farmers’ movement. The Union would contribute to the construction of new-style rural areas during the period of intensified industrialization, modernization, and integration into the global economy.

6. The 6th National Congress (2013-2018 Term)

The 6th National Congress was held from June 30 to July 3, 2013, at the National Convention Center in My Dinh, Hanoi. It was attended by 1,169 delegates representing 9,913,432 farmer cadres and members. The Congress elected 122 members to the Central Executive Committee. Nguyen Quoc Cuong, a member of the Party Central Committee, was re-elected Chairman of the Central Executive Committee of the Vietnam Farmers’ Union.

This was the Congress of the spirit of “Solidarity - Renewal - Proactiveness - Integration - Sustainable Development.” It determined the orientation of promoting the Union’s role as the center and core force of the farmers’ movement and the new-style rural development process; comprehensively renewing operational methods through the close integration of member outreach, communication, and mobilization with participation in formulating mechanisms and policies for agricultural, farmer, and rural development. The Congress also emphasized social supervision and criticism, implementation of the Party’s guidelines and the State’s policies and laws, while strengthening cooperation and expanding service, consultancy, support, and vocational training activities to meet the practical needs and interests of farmers and Union members. It further called for the effective implementation, both directly and in coordination with relevant stakeholders, of economic, cultural, and social development programs and projects in rural areas.

7. The 7th National Congress (2018-2023 Term)

The 7th National Congress was held from December 11-13, 2018, at the National Convention Center in My Dinh, Hanoi. It was attended by 999 delegates representing more than 10.2 million farmer cadres and members nationwide. The Congress elected 119 members to the Central Executive Committee. Thao Xuan Sung, a member of the Party Central Committee, was re-elected Chairman of the Central Executive Committee of the Vietnam Farmers’ Union for the 7th tenure (2018–2023).

Guided by the spirit of “Democracy - Solidarity - Renewal - Integration - Development,” the Congress defined the orientation for the term as follows: “Building a clean and strong Vietnam Farmers’ Union and promoting the role of both the Union and the peasantry in developing prosperous agriculture, wealthy farmers, and civilized, modern rural areas.” It also focused on renewing, expanding, and enhancing the effectiveness of services, consultancy, and vocational training activities to support farmers, as well as the movement “Farmers Emulating Good Production and Business Practices, Joining Hands to Achieve Prosperity and Sustainable Poverty Reduction.” The Congress emphasized building a contingent of Union officials with strong political qualities, ethics, lifestyles, professional qualifications, and working capacity. It also sought to expand and improve the quality of membership, striving to foster a new generation of farmers with management capabilities, professional production skills, and increasing intellectual capacity.

8. The 8th National Congress (2023-2028 Term)

The 8th National Congress was held from December 25-27, 2023, at the National Convention Center in My Dinh, Hanoi. The Congress was attended by 995 outstanding delegates representing more than 10 million farmer cadres and members nationwide. It elected 111 members to the Central Executive Committee. Luong Quoc Doan, a member of the Party Central Committee, was elected Chairman of the Central Executive Committee of the Vietnam Farmers’ Union.

With the spirit of “Solidarity - Democracy - Creativity - Cooperation - Development,” the Congress identified the key tasks and solutions for the 2023-2028 term as follows: building a clean and strong Vietnam Farmers’ Union; promoting the central and leading role of farmers in agricultural development, the rural economy, and new-style rural development; expanding service, consultancy, and support activities to assist farmers in production and business development; participating in Party-building and the strengthening of government institutions while promoting the strength of the great national unity bloc; actively contributing to national defense and security; and proactively advancing international integration, international cooperation, and people-to-people diplomacy activities.
