Angolan Media: President Luong Cuong’s Visit Boosts Bilateral Cooperation Between the Two Countries

According to the Vietnam News Agency, at 4:15 p.m. local time on August 6 (evening in Vietnam), the special aircraft carrying President Luong Cuong, his spouse, and a high-ranking Vietnamese delegation landed at Quatro de Fevereiro International Airport in the capital Luanda, commencing the State visit to the Republic of Angola at the invitation of President João Manuel Gonçalves Lourenço and his spouse.

Welcoming President Luong Cuong, his spouse Nguyen Thi Minh Nguyet, and the high-ranking Vietnamese delegation at Quatro de Fevereiro International Airport on the Angolan side were Minister of Foreign Affairs Téte António; Angolan Ambassador to Vietnam Fernando Miguel; Governor of Luanda Luis Manuel da Fonseca; and Jorge Pataca, Director-General of State Protocol under the Ministry of Foreign Affairs of Angola.

On the Vietnamese side were Ambassador of Vietnam to Angola Duong Chinh Chuc, along with officials and staff of the Vietnamese Embassy in Angola.

During the visit, President Luong Cuong is scheduled to hold high-level talks with President João Manuel Gonçalves Lourenço; meet with National Assembly Speaker Carolina Cerqueira; and work with leaders of the People's Movement for the Liberation of Angola (MPLA).

On this occasion, Angolan newspapers reviewed several milestones in Vietnam-Angola relations. The two countries established official diplomatic ties on November 12, 1975, one day after Angola gained independence. In 1978, they signed a General Cooperation Agreement, paving the way for the establishment of a Joint Committee that meets biennially, with the most recent session taking place in March 2024.

According to the Angolan news agency Angop, Angola and Vietnam have signed numerous important cooperation documents, such as the Protocol on Cooperation between the two Ministries of Foreign Affairs in 2002; the Protocol on Cooperation in Agriculture in 2002; the Agreement on Visa Exemption for Diplomatic and Official Passports in 2008; and the Protocol on Cooperation between the Vietnam Oil and Gas Group (PetroVietnam) and Angola’s Sonangol Group in 2008, among others.

President Luong Cuong’s visit to Angola is a significant event, taking place as the two countries celebrate the 50th anniversary of diplomatic relations. It is expected to help promote bilateral cooperation in the coming period and open a new phase of development in their relations.

The visit also demonstrates Vietnam’s high regard for Angola. It provides an opportunity for both countries to exchange orientations and measures to elevate their relationship to a higher level in a more substantive, effective, and sustainable manner, meeting the development and international integration needs of each country in the current context.

In the context of rapidly evolving and complex global and regional developments, with countries promoting a multipolar and multilateral world, this visit by the Vietnamese State President to Angola, currently the rotating Chair of the African Union (AU), is also an important occasion to strengthen cooperation between Vietnam and the AU, between Angola and ASEAN, and to enhance both sides’ role as a bridge for ASEAN-AU cooperation.
