Border Schools Meeting Requirements to Be Inaugurated on September 5

The Ministry of Education and Training has issued a plan for the opening ceremony of the 2026-2027 academic year and the inauguration of multi-level boarding schools in land-border communes.

According to the plan, inauguration ceremonies will be held from 7:30 a.m. to 8 a.m. on September 5 at schools that have met the requirements for acceptance, handover and commencement of operations. Local inauguration venues will connect online with the central venue at Muong Khuong Boarding School in Muong Khuong Commune, Lao Cai Province.
The Ministry of Education and Training requires the ceremonies to be solemn, safe, practical, economical and effective, while ensuring the quality and progress of the projects and meeting all requirements for acceptance and commencement of operations. Projects that do not meet the prescribed conditions will not hold inauguration ceremonies.
In localities with eligible multi-level boarding schools in land-border communes, one school will be selected as the province or centrally governed city's main venue, while the other schools holding inauguration ceremonies will connect to that venue.
Immediately following the inauguration program, from 8 a.m. to 8:45 a.m., the opening ceremony for the 2026-2027 academic year will be held nationwide in a combination of in-person and online formats. The central venue will remain at Muong Khuong Boarding School. The program will be broadcast live on VTV1 and aired live on VOV1.
According to the plan, the nationwide opening ceremony will include the flag-raising ceremony and singing of the national anthem; a report by the Ministry of Education and Training; remarks providing guidance from Party and State leaders; and the ceremonial beating of the drum to mark the opening of the new academic year.
The Ministry of Education and Training has asked educational institutions not to prolong the formal ceremony and to prioritize activities that are familiar, practical and appropriate to students' age and psychological development. Before the nationwide program, schools may organize welcoming activities for newly enrolled students, cultural performances and other appropriate activities. After 8:45 a.m., they will continue with beginning-of-year activities according to their respective plans.
Local authorities and educational institutions are required to proactively prepare electricity, telecommunications, security, safety, healthcare, and fire prevention and firefighting arrangements, while also developing contingency plans in case of adverse weather or unexpected incidents.
According to the Ministry of Education and Training, linking the opening ceremony of the new academic year with the inauguration of multi-level boarding schools in land-border communes is intended to create an atmosphere of excitement as students enter the 2026-2027 academic year, while demonstrating attention to education in areas inhabited by ethnic minority communities, mountainous regions and border areas.
