On July 9, 2026, the Union of Friendship Organizations of Ca Mau held a training course on people-to-people diplomacy and foreign non-governmental organization (NGO) affairs, with the participation of 350 officials and employees. The program aimed to update attendees on new policies and guidelines, strengthen the capacity of those engaged in foreign affairs, and thereby enhance the effectiveness of mobilizing, managing, and utilizing international aid to support the province’s socio-economic development.

The training course featured speakers from the central level, including Dong Huy Cuong, Vice President of the Vietnam Union of Friendship Organizations, and Le Thi Thu Trang, Deputy Head of the People’s Aid Coordinating Committee (PACCOM). The program was chaired by Nguyen Van Hoa, President of the Union of Friendship Organizations of Ca Mau.

In his opening remarks, Nguyen Van Hoa emphasized that, in the context of the country’s comprehensive international integration, people-to-people diplomacy and cooperation with foreign non-governmental organizations play an increasingly important role in expanding international partnerships and mobilizing external resources for local development. He underscored the need for foreign affairs staff to continuously strengthen their professional skills and expertise in order to effectively advise on and organize diplomatic activities, as well as manage and utilize foreign non-governmental aid.

At the training course, delegates were briefed on two key topics: people-to-people diplomacy and cooperation with foreign non-governmental organizations. The sessions focused on deepening understanding of the Party’s guidelines and the State’s laws and regulations on people-to-people diplomacy, updating participants on new policies, and sharing practical experiences and skills. Particular emphasis was placed on mobilizing, managing, coordinating, and effectively utilizing aid from foreign NGOs to meet the demands of the new era.

According to information shared at the training course, from 2019 to 2025, Ca Mau received support from 41 foreign non-governmental organizations, with an average annual aid value of more than USD 2 million. This assistance was implemented through a wide range of programs and projects in education, healthcare, socio-economic development, environmental protection, and social welfare.

These projects have contributed significantly to improving living conditions, raising incomes, supporting vulnerable groups, and promoting sustainable development in the province. The results highlight both the effectiveness of people-to-people diplomacy and the valuable role of international partnerships in advancing Ca Mau’s development process.

Currently, many foreign non-governmental organizations (NGOs) continue to collaborate on programs and projects in Ca Mau, including SNV (Netherlands), AAV (Netherlands), AHF (USA), CARE (USA), and WWF (Switzerland). These initiatives focus on critical areas such as climate change adaptation, environmental protection, livelihood development, healthcare, education, and support for vulnerable communities.

Through this training course, Ca Mau’s foreign affairs officials gained updated knowledge on new policies and guidelines, while further enhancing their professional skills. The program also provided a valuable platform for exchanging practical experiences, thereby strengthening the effectiveness of people-to-people diplomacy and foreign NGO cooperation. These efforts contribute to expanding international partnerships and ensuring the effective mobilization and utilization of external resources in support of Ca Mau’s sustainable socio-economic development goals.
