Three Breakthroughs of Ca Mau Union of Friendship Organizations for 2026-2031 Term

Attending and delivering directives at the Congress was Vice President of the Viet Nam Union of Friendship Organizations Dong Huy Cuong. Also present were Bui Tan Bay, Vice Chairman of the Provincial People’s Council; Le Thanh Trieu, Member of the Provincial Party Committee and Standing Vice Chairman of the Viet Nam Fatherland Front Committee of the province; Ngo Vu Thang, Vice Chairman of the Provincial People’s Committee; along with leaders of the Union of Friendship Organizations from Can Tho City, Ho Chi Minh City, and other provinces in the region.
Affirming the role of people-to-people diplomacy
At the Congress, the Ca Mau Union of Friendship Organizations identified that in the 2026-2031 term, under the motto “Solidarity - Proactiveness - Cooperation - Friendship - Development,” it will continue to strongly innovate its content and operational methods, while promoting the role of people-to-people diplomacy in consolidating a peaceful environment, expanding friendship, and effectively mobilizing international resources to serve the province’s socio-economic development.
The Union identified three key breakthroughs in people-to-people diplomatic activities in the new context. First, a breakthrough in enhancing the effectiveness of mobilizing and managing foreign non-governmental aid. Second, a breakthrough in innovating the content and methods of people-to-people diplomacy in association with digital transformation and improving the effectiveness of external information work. Third, a breakthrough in building organizational structures and improving the quality of personnel engaged in people-to-people diplomacy.
During the 2026-2031 term, the Ca Mau Union of Friendship Organizations aims to organize and coordinate between 7 and 10 provincial-level people-to-people diplomatic activities, ensuring they are practical, effective, and in-depth. It will continue to maintain and expand cooperative relations with international organizations and partners; strengthen friendship exchanges, delegation visits, and people-to-people cooperation; and mobilize total resources of at least VND 120 billion over the term.
The 1st Congress of Delegates of the Ca Mau Union of Friendship Organizations elected a 24-member Executive Committee for the 2026-2031 term. Nguyen Van Hoa was elected President of the Union, with Tra Quang Bac and Phu Quang Kich serving as Vice Presidents.

Speaking at the Congress, Dong Huy Cuong, Vice President of the Viet Nam Union of Friendship Organizations, commended the people-to-people diplomatic activities of the Ca Mau Union over the past term.
For the newly elected Executive Committee, he expressed his expectation that the Ca Mau Union would establish increasingly synchronized and closer coordination mechanisms with departments, agencies, and relevant organizations. He emphasized the need to clearly define the nature of people-to-people diplomacy as the implementation of political tasks assigned by the Party and the State, directly serving local interests, while paying attention to training and developing personnel engaged in this field.
He further noted that programs and projects calling for aid from non-governmental organizations must be closely linked to Ca Mau’s urgent needs, such as addressing the shortage of clean water for daily use; supporting labor restructuring; improving community healthcare systems; and responding to climate change.

At the same time, he expressed his hope that the Provincial Party Committee, People’s Council, People’s Committee, and the Viet Nam Fatherland Front Committee of Ca Mau Province would continue to provide close guidance and promptly institutionalize central-level documents to create the most favorable legal framework for the Union’s operations.
The Viet Nam Union of Friendship Organizations affirmed its commitment to always accompany and act as a bridge to help Ca Mau effectively connect with embassies, partners, and international organizations, he emphasized.
Three breakthroughs for the 2026-2031 term
Speaking at the Congress, Le Thanh Trieu, Standing Vice Chairman of the Viet Nam Fatherland Front Committee of Ca Mau Province, acknowledged and commended the significant efforts and contributions of the Ca Mau Union of Friendship Organizations.
The Standing Vice Chairman expressed confidence that the Union would continue to effectively promote its core role as a bridge connecting the people of Ca Mau with international friends, thereby contributing to the promotion of a friendly, compassionate, dynamic, and innovative image of Ca Mau.

Local leaders expressed their belief that the Ca Mau Union of Friendship Organizations would continue to be a bright spot in people-to-people diplomacy, maximizing the mobilization of international resources to jointly build the southernmost province of the country into an increasingly prosperous and civilized locality.
At the same time, the Standing Vice Chairman of the Viet Nam Fatherland Front Committee of Ca Mau Province advised the Union’s leadership that, to successfully achieve the Congress’s goals, the Executive Committee should focus on making “breakthroughs” in enhancing the effectiveness of mobilizing and managing foreign non-governmental aid, and proactively developing a list of priority projects aligned with the province’s development orientation to attract funding.

On this occasion, the Viet Nam Union of Friendship Organizations awarded the commemorative medal “For Peace and Friendship Among Nations,” its highest honor, to 10 individuals. It also granted certificates of merit to five collectives and two individuals for their outstanding contributions to people-to-people diplomacy and the mobilization of foreign non-governmental aid during the 2021-2026 term.
In addition, the Chairman of the Ca Mau Provincial People’s Committee decided to commend four collectives and ten individuals for their excellent achievements in fulfilling tasks during the 2021-2026 term, particularly in people-to-people diplomacy and the mobilization of foreign non-governmental aid.
| During the 2021-2026 period, the Ca Mau Union of Friendship Organizations strongly promoted its bridging role, closely linking people-to-people diplomacy with social welfare efforts, thereby making practical contributions to the province’s socio-economic development. The Union and its member associations organized and coordinated more than 40 international friendship exchange events; mobilized resources to build over 50 rural transport bridges and more than 30 charity houses and great unity houses; and delivered tens of thousands of gifts to poor households, policy beneficiary families, and disadvantaged students, with the total value of peace, friendship, and humanitarian activities exceeding VND 70 billion. Additionally, through peace, solidarity, and humanitarian activities, the province mobilized total social resources exceeding VND 335 billion. These valuable resources were used to deliver tens of thousands of gifts directly to poor households and disadvantaged students, while projects were focused on essential sectors that Ca Mau needs, including healthcare, education, clean water, and climate change response. |
