Ca Mau Raises Awareness of Civil and Political Rights under the ICCPR

The plan of the People's Committee of Ca Mau province goes beyond the mission to disseminate the contents of the ICCPR Convention and regulations on civil and political rights to cadres, civil servants, public employees, and the people. A special highlight is to strengthen the dissemination and communication of the Constitution, laws adopted by the National Assembly in 2024 and 2025, and legal documents related to the ICCPR Convention. This aims to strengthen the legal awareness and law-abiding consciousness of all people, closely linked to the implementation of the tasks assigned in Decision No. 1252/QD-TTg of the Prime Minister.
To optimize effectiveness, propaganda activities are required to comply with the Party's viewpoints and policies and the State's policies and laws, closely following the goal of disseminating the law. The province also encourages the integration of these activities with other programs, projects, and plans for disseminating and educating the law, aiming to use resources in the most economical and effective way.

The communication and dissemination activities' content will focus on important provisions of the ICCPR Convention and civil and political rights under the Constitution, along with specialized codes and laws such as the Civil Code, Civil Procedure Code, Penal Code, Criminal Procedure Code, Law on Access to Information, Law on Civil Status, Law on State Compensation Liability and other legal documents related to citizens' rights and obligations. The plan also requires providing detailed information on the situation and results of the implementation of these rights in the province.
Another priority is the application of information technology. Ca Mau encourages the development, distribution, and posting of documents, leaflets, and videos on legal education on civil and political rights via digital media platforms and social networks (Zalo, Facebook, YouTube, etc.). Utilizing these channels to update, post, and share regulations, legal documents, and materials is considered an important solution to create widespread dissemination among cadres, party members, and the masses.
It is also important to improve the effectiveness of implementing regulations on civil and political rights. The key tasks include promoting the reception and settlement of complaints and denunciations related to violations of civil and political rights. The province also focuses on activities to support and protect these rights, improve mechanisms for compensation and assistance for victims whose rights have been violated (if any). Inspection, examination, supervision, and statistics on the implementation of civil and political rights in the province will also be promoted.
The Provincial People's Committee has requested heads of provincial departments, branches, sectors, and organizations, together with Chairmen of local People's Committees, to develop their own plans or mainstream the core principles of the ICCPR and recommendations of the United Nations Human Rights Committee into the work plans of their units and localities.
The Department of Justice is assigned to take the lead role, coordinating with relevant agencies to organize and implement the plan in accordance with the current socio-economic conditions of the province, in conjunction with the task of socio-economic development. The plan is to develop a total of 30 types of documents, electronic brochures, public awareness videos and update and post them on the Provincial Legal Education and Dissemination Information Portal, and sharing them via social networks.
The Vietnam Fatherland Front Committee of Ca Mau province will direct and guide its affiliated agencies, especially at the commune level, to actively mobilize people to voluntarily learn and comply with the law on civil and political rights.
On the other hand, it is necessary to step up the supervision of law enforcement by state agencies, officials, and civil servants, and propose strict handling of violations. The provincial police, the provincial People's Court, and the provincial People's Procuracy will direct, guide, and disseminate the law on civil and political rights to officials, civil servants, and public employees under their management and citizens through investigation, prosecution, trial, and execution of criminal sentences.
The People's Committee of Ca Mau province's enhancement of public awareness of civil and political rights in 2025 is an important step, demonstrating the locality's initiative in implementing and protecting human rights in line with the principles of the ICCPR and the Constitution of Vietnam. With close coordination and synchronous and effective implementation of key tasks, the province is building a solid foundation, contributing to raising awareness and legal consciousness, towards the sustainable development of the province.
