Conclusion No. 57-KL/TW: Highest Priority to the Search, Recovery, and Identification of Fallen Soldiers' Remains

The Conclusion states:

At its meeting on June 23, 2026, after considering Submission No. 76-TTr/DU, dated June 15, 2026, by the Government Party Committee on the organization of activities in preparation for the 80th Anniversary of War Invalids and Martyrs Day (July 27, 1947 – July 27, 2027), the Secretariat reached the following conclusions:

The Secretariat basically agrees with the Submission and the Plan for organizing activities in preparation for the 80th Anniversary of War Invalids and Martyrs Day. In particular, leadership and direction should be focused on the following key tasks:

1. Effectively carry out communications to highlight the political, historical, and humanitarian significance of the 80th Anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2027); continue to leverage the combined strength of the entire political system and society in educating the public, particularly younger generations, about the patriotic and revolutionary traditions of the nation; and promote the spirit of "When drinking water, remember its source" and "Repaying gratitude to those who have rendered service" as enduring values and responsibilities in social life. Through these efforts, strengthen the people's confidence in the Party and the State, while inspiring the determination and aspiration to contribute to building a prosperous, affluent, civilized, and happy nation in the new era.

2. Give the highest priority to the search, recovery, and identification of the remains of fallen soldiers; accelerate the application of science and technology, digital transformation, and DNA analysis; and promptly complete the development of a synchronized database on people with meritorious service to the revolution and fallen soldiers, identifying this as one of the key tasks in preparation for the 80th Anniversary of War Invalids and Martyrs Day.

3. Expedite the completion of amendments and supplements to the Ordinance on Preferential Treatment for Persons with Meritorious Service to the Revolution within July 2026, ensuring close alignment with the Party's guidelines and orientations as well as practical requirements in the new context. At the same time, definitively resolve outstanding historical cases and issues arising from differing interpretations.

4. Thoroughly review relevant programs and prioritize investment projects for the repair and upgrading of facilities at centers caring for people with meritorious service to the revolution and at selected national martyrs' cemeteries, ensuring practical effectiveness while avoiding fragmented or superficial investment. Allocate greater resources to adjust preferential policies for people with meritorious service from July 1, 2026, and periodically thereafter in accordance with the State budget's capacity, thereby making a tangible contribution to improving the quality of care and support provided to people with meritorious service and their families. The quality of care for people with meritorious service should serve as the substantive benchmark for commemorative activities. Priority resources should be devoted to addressing urgent issues, particularly housing, living conditions, and healthcare for people with meritorious service.

5. Party committees and authorities at all levels should regard this as a regular responsibility, ensuring comprehensive material and spiritual care for people with meritorious service and clearly demonstrating the Party's and the State's concern, rather than waiting until the annual observance of July 27 to carry out such efforts.

6. Assign the Government Party Committee to lead and direct the full incorporation of the Secretariat's opinions and reasonable recommendations from relevant agencies, promptly finalize the Plan, and develop an implementation roadmap to ensure practical and effective execution.
