Effective Implementation of the Second 2025 Amnesty Round

According to the Ministry of Foreign Affairs, at the working session, Deputy Minister Dang Hoang Giang affirmed that amnesty is a lenient and humanitarian policy of the Party and the State, reflecting the Vietnamese nation’s tradition of compassion, and is welcomed and highly appreciated both domestically and internationally. The second 2025 amnesty round is particularly significant as it is being implemented in celebration of the 80th anniversary of the National Day of Vietnam (September 2, 1945 - September 2, 2025).

Deputy Minister Dang Hoang Giang emphasized that the humanitarian and humane nature of the amnesty process is reflected not only in the early release of inmates but also throughout the entire implementation and preparation process. This includes the important role played by detention facilities, such as Thanh Xuan Prison.
The Board of Management of Thanh Xuan Prison reported to Deputy Minister Dang Hoang Giang and members of the delegation on the unit’s implementation of the second 2025 amnesty round. This included the dissemination and communication of Decision No. 1244/2025/QD-CTN dated July 3, 2025, by the State President on the 2025 amnesty (second round), as well as the guidance of the Amnesty Advisory Council to inmates, and the preparation and review of case files to propose eligible candidates for amnesty to the Council. The Board of Management and prison officers worked diligently to process a large number of files within a tight timeframe, fulfilling the tasks assigned.
Thanh Xuan Prison has ensured that information about the amnesty policy reached all inmates, including those from ethnic minority groups with limited proficiency in the Vietnamese language, so that everyone could understand this humanitarian policy of the Party and the State, and no eligible cases would be overlooked. The prison also reported to the inspection delegation on certain challenges encountered during the implementation process and proposed that these be reported to the competent authorities for consideration to further enhance the effectiveness of the amnesty process.
Deputy Minister Dang Hoang Giang commended the proactive approach and efforts of the Board of Management of Thanh Xuan Prison in effectively implementing the second 2025 amnesty round in accordance with regulations, ensuring the legitimate rights and interests of inmates. He welcomed the leadership and prison officers’ dedication to assisting inmates with rehabilitation, re-education, preparation, and support for their early reintegration into the community, enabling them to become valuable members of society, thereby contributing to upholding the humanitarian values of the amnesty process.

The Deputy Minister also welcomed the prison’s active engagement in international cooperation activities, such as hosting the 41st Asian and Pacific Conference of Correctional Administrators in 2023, which helped enhance and promote the role of the people’s public security’s external affairs work, as well as showcase and advance Vietnam’s achievements in promoting and protecting human rights.
He requested Thanh Xuan Prison to continue making its utmost efforts, closely and comprehensively coordinating with the Standing Body of the Amnesty Advisory Council, the Ministry of Foreign Affairs, relevant ministries and sectors, and particularly with local authorities, to carry out future amnesty work. In this regard, he urged the prison to actively cooperate with localities, especially in the context of the country’s implementation of the two-tier local government model, to ensure the effective implementation of the amnesty process.
