Groundbreaking and Inauguration Ceremonies for Projects Celebrating the 80th National Day

Prime Minister Pham Minh Chinh has signed and issued Official Telegram No. 129/CD-TTg to relevant ministries, sectors, and localities regarding the organization of groundbreaking and inauguration ceremonies for large-scale projects in celebration of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

The telegram states that, to commemorate the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, the Prime Minister had earlier issued Official Telegram No. 57/CD-TTg on May 5, 2025, directing ministries, sectors, agencies, and related units to prepare for the simultaneous online groundbreaking and inauguration ceremonies of projects nationwide on August 19, 2025.

According to a report by the Ministry of Construction, ministries, sectors, localities, and units are actively implementing the plan, with approximately 230 projects currently under appraisal to meet the conditions for commencement or completion.

The Prime Minister has requested that Hanoi make thorough preparations to ensure the success of the activities marking the 80th National Day on September 2. Ministers, heads of ministerial-level agencies and government-attached agencies, chairpersons of People’s Committees of provinces and centrally-run cities, chairpersons of members’ councils, general directors of corporations and groups, and relevant units are to urgently direct their agencies, units, project management boards, and contractors to carefully review and complete all investment, construction, and acceptance procedures so that projects meet the conditions for groundbreaking or inauguration, and to submit these to the Ministry of Construction by August 13, 2025.

The Ministry of Construction shall take the lead and coordinate with the Government Office, relevant ministries, sectors, and localities to promptly review the list of projects to ensure compliance with the required scale and conditions for groundbreaking and inauguration ceremonies. It will select 80 key connection points at large-scale, meaningful projects linked to other works within ministries, sectors, provinces, and cities, with the central connection point at the National Exhibition and Fair Center directly linked online to the remaining major sites.

The Prime Minister has assigned Deputy Prime Minister Tran Hong Ha to directly oversee preparations, conduct inspections, urge progress, and organize the groundbreaking and inauguration ceremonies for these projects.
