Ho Chi Minh City, Yamaguchi Enhance People-to-People Exchanges and Coordinate Training for Elected Representatives

On the afternoon of February 26, the People’s Council of Ho Chi Minh City and the Yamaguchi Prefectural Assembly (Japan) signed a Memorandum of Friendly Cooperation, agreeing to strengthen people-to-people exchanges, share governance experience, and coordinate the training of elected representatives. The agreement contributes to building a sustainable social foundation and expanding substantive and effective cooperation between the two localities, thereby further nurturing the friendship between Vietnam and Japan.

Speaking at the meeting with Yanai Shungaku, Chairman of the Yamaguchi Prefectural Assembly, and the Japanese delegation during their working visit to Ho Chi Minh City, Vo Van Minh, Chairman of the Ho Chi Minh City People’s Council, highly appreciated the significance of the visit, which took place just three months after the meeting between the two sides in Yamaguchi Prefecture in late November 2025. According to him, the signing of the Memorandum not only concretizes the previously agreed contents but also opens a new phase of cooperation, contributing to enhanced political trust at the local level, the sharing of experience in policy development and improvement, the enhancement of governance quality, and the assurance of continuity and succession in cooperative programs.

The Chairman of the Ho Chi Minh City People’s Council emphasized that Japan has consistently been one of Vietnam’s most important partners in general and of Ho Chi Minh City in particular. The City attaches special importance to its cooperative relationship with Yamaguchi Prefecture, especially on the foundation of the earlier friendly ties between the prefecture and Binh Duong Province. As Ho Chi Minh City enters a period of restructuring its spatial organization and governance model following the merger, with an area of over 6,700 square kilometers and a population exceeding 14 million, he proposed that both sides intensify exchanges of experience in urban governance and sustainable development; budget oversight and public investment; industrial development management associated with environmental protection; and the improvement of policy frameworks to support businesses.

In addition, the two councils will coordinate in the training and capacity-building of elected representatives, while promoting people-to-people exchanges, particularly among younger generations, in order to establish a solid social foundation for long-term cooperation between the two localities.

Vo Van Minh expressed his confidence that, with close coordination between the leaders of the two localities, cooperative relations between Ho Chi Minh City and Yamaguchi Prefecture will continue to develop in a substantive and effective manner, making positive contributions to consolidating and deepening the Vietnam-Japan Comprehensive Strategic Partnership.

In his response, Yanai Shungaku extended New Year greetings to the leadership and people of Ho Chi Minh City, and congratulated the formation of the newly merged Ho Chi Minh City. He recalled the visit of the Ho Chi Minh City delegation to Yamaguchi Prefecture in November 2025, during which the two sides signed a working record to promote friendly cooperative relations, and expressed his pleasure that this visit was carried out earlier than anticipated.

According to Yanai Shungaku, the signing of the Memorandum on the basis of previously agreed contents will further strongly promote cooperative relations between the two localities. He also noted that the Yamaguchi Prefectural Assembly has established a Parliamentary Alliance to Promote Vietnam-Japan Friendship, laying the groundwork for enhanced exchanges and cooperation in the coming period.
