According to the outlet, this represents a notable adjustment in the leadership structure, helping to reinforce the central role of the Party leader within the political system while enhancing unity in direction and governance.

Infobae noted that the concurrent holding of the two highest positions of the Party and the State by a leader marks a significant departure from previous practice, reflecting a trend toward strengthening the role of the General Secretary-President in strategic planning and coordinating development priorities. The newspaper cited the inaugural address of General Secretary and President To Lam, in which he emphasized maintaining peace and stability as the foundation for rapid and sustainable growth and for improving people’s living standards.
