According to the Vietnam News Agency, speaking at the plenary session of the 114th International Labour Conference, Ambassador Mai Phan Dung affirmed Vietnam’s strong support for a human-centered approach to the development and application of artificial intelligence (AI), ensuring that all workers benefit from technological progress. He noted that AI is creating unprecedented opportunities to improve labor productivity, foster innovation, and generate new momentum for economic growth. However, these benefits are accompanied by increasingly evident challenges related to employment, workforce skills, the digital divide, and the risk of widening social inequalities.

The Vietnamese representative emphasized that the development and application of AI must place people at the center, ensuring that technology serves the comprehensive development of society rather than creating new disparities. Accordingly, AI-related policies should aim to create sustainable jobs, protect the legitimate rights and interests of workers, and expand access to technology for all segments of society.

Ambassador Mai Phan Dung highlighted the importance of education, vocational training, reskilling, and upskilling programs to help workers meet the demands of a labor market that is rapidly evolving under the impact of digital transformation and AI. These measures are considered essential for enabling workers to adapt to emerging occupations while reducing the risk of being left behind by technological advancements.

Vietnam also called for stronger international cooperation in the field of AI, particularly in sharing policy-making experiences, technology transfer, technical assistance, and efforts to narrow development gaps among countries. According to Ambassador Mai Phan Dung, only through cooperation and multilateral dialogue can the international community establish effective, safe, and responsible AI governance frameworks.

The 114th International Labour Conference is taking place at a time when AI is bringing profound changes to the global labor market. This year's report by the ILO Director-General, titled “A Moment of Choice: Harnessing Artificial Intelligence for Decent Work,” emphasizes the need to ensure that technological progress contributes to social justice, improved job quality, and sustainable development.

The positions presented by Vietnam at the conference further demonstrate the country's consistent commitment to promoting inclusive, people-centered development while actively contributing to international efforts to build a sustainable future of work in the digital age.
