In his congratulatory letter to the 14th National Congress, José Pedro de Sousa Vieira, President of the Portugal-Vietnam Friendship Association (AAPV), noted that four decades of Doi Moi have brought Vietnam remarkable and far-reaching progress in economic and social development, political stability, and international integration. According to him, these achievements are clear evidence of “the wise leadership, strategic vision, and guiding role of the Communist Party of Vietnam, as well as the spirit of solidarity, resilience, and determination of the Vietnamese people.” AAPV expressed confidence that the resolutions and orientations adopted at the 14th National Congress will continue to guide Vietnam toward new successes in line with its long-term national vision.

Sharing the same assessment, Simeon Dimchev, President of the Bulgaria-Vietnam Friendship Association, stated that for the Bulgarian people and freedom-loving people around the world, the Vietnamese people stand as a model of selfless struggle for freedom, independence, and peaceful economic development over many decades. He observed that over the past 40 years, under the leadership of the Communist Party of Vietnam, the country has undergone “a tremendous transformative reconstruction,” building a strong socio-economic foundation and affirming its sovereignty and independence. Vietnam has also made significant progress in education, science, culture, human resource development, and tourism, while establishing strategic partnerships with leading countries across all continents. As a result, Vietnam has become an indispensable factor in international relations, not only in Southeast Asia but also on a global scale.
Joshua Taruc Pasion, President of the Philippines-Vietnam Friendship Association (PVFA), described the 14th National Congress as a historic event of great significance, playing a guiding role in shaping Vietnam’s future development. PVFA expressed confidence that the decisions adopted at the Congress will continue to strengthen the foundations of peace, prosperity, and social progress, while acknowledging the historic contributions of the 13th Party Central Committee.
In the context of PVFA’s recent great loss with the passing of its late President Mario Ferdinand A. Pasion, the Association reaffirmed its spirit of solidarity and its commitment to continuing people-to-people diplomacy, particularly as the Philippines and Vietnam approach the 50th anniversary of the establishment of diplomatic relations in 2026.
The Brazil-Vietnam Chamber of Commerce and Industry (BVC) considered the 14th National Congress an important milestone, marking 40 years of Doi Moi and opening a new era of development for Vietnam as the country moves closer to its goals for 2030 and 2045. BVC highly appreciated the guiding principles of the Congress - Unity, Democracy, Discipline, Breakthrough, and Development - and affirmed its readiness to serve as a bridge to promote bilateral cooperation, especially in trade, technology transfer, academic collaboration, and business connectivity, on the foundation of the Vietnam-Brazil Strategic Partnership.
In their congratulatory message to the 14th National Congress, the Belarusian Committee for Friendship and Cultural Exchange with Foreign Countries and the Belarus-Vietnam Friendship Association, together with many Belarusian friends, expressed their respect for Vietnam’s steadfast commitment to safeguarding national interests and building a society that is “prosperous for the people and strong for the nation.” The Belarusian organizations emphasized that over many decades, the Communist Party of Vietnam has led the country from one victory to another, laying a solid social foundation and strengthening public trust. People-to-people diplomacy between the two countries, marked by enduring cooperation and memorable exchanges, is regarded as vivid evidence of the close friendship and lasting bonds between the peoples of Belarus and Vietnam.
