Minister of Health Nguyen Thanh Long says that with the current source of vaccine, which is 117,600 doses, in the short term, pandemic-hit sites in Hai Duong province, Central Hospital for Tropical Diseases, Hospital for Tropical Diseases of Ho Chi Minh City will be first vaccination destinations. As this is the first time a large-scale vaccination of Covid-19 applied for adults, the Ministry of Health has assigned three Deputy Ministers of Health to direct the first three injection sites.

According to the Minister of Health, because the number of vaccines is still limited, 13 provinces that have Covid-19 patients who are allotted for injections this time need to strictly comply with the Government's Resolution 21, in which priority is given to health workers that involved in the treating, tracing, testing COVID patients, in order to ensure fairness of vaccine access.

The vaccination will be organized in the shortest time. Taking advantage of the existing immunization system, when necessary, health departments will mobilize immunization service providers and other eligible immunization facilities. To ensure safety, immunization facilities are required to hold less than 100 subjects of vaccination per site in each session in the first stage. Covid-19 screening must be done before vaccination. People with fever, cough, difficulty in breathing are asked to avoid coming to vaccination. Establishments should notify vaccinated persons of the issue.

The Ministry of Health also requires health workers at all levels to ensure the vaccination sites meet the requirements. In addition, a shockproof box must be prepared at each vaccination site. The Ministry of Health has fully instructed anti-shock regimens for adults. After vaccination, the injecting person stays under observation for 30 minutes at the vaccination point and continues to be followed up at home afterward. He has to notify health staff of any symptoms after vaccination and proactively report on the health record application.

Currently, the Pfizer vaccine has protection effectiveness of over 90%, while Moderna has 94%, AstraZeneca vaccine has only 76% after the 1st shot and 84% after the 2nd shot. In the long term, although the protection of AstraZeneca does not reach 100%, the person who gets infected with COVID-19 will only develop fever, not leading to death. That is the most important thing to notice vaccinated individuals.

According to Assoc.Prof.Dr. Duong Thi Hong, Deputy Director of the National Institute of Hygiene and Epidemiology, AstraZeneca vaccine is currently being used in 25 countries, intramuscularly for people over 18. "Following vaccination, there may be reactions," he said. "The most common (over 10%) were symptoms such as headache, nausea, muscle pain, joint pain, tenderness, heat at the vaccination site, fatigue, restlessness, mild fever. In addition, from 1% to less than 10% of injecting people showing swelling and redness at the injection site".

During the first time of vaccination, Vietnam determines to cautiously deploy, ensure supervision, monitoring and evaluation, on that basis, to learn from experience in the shortest time. The Ministry of Health requires to complete injecting as quickly as possible and, as well as increase vaccine coverage. Therefore, 2 doses of AstraZeneca will be given 3 months apart. The Ministry of Health recommends that localities and immunization staff strictly follow the guidelines of the national expanded immunization program, especially on the issue of anti-shock during and after vaccination.
