Prime Minister Le Minh Hung has signed Decision No. 815/QD-TTg dated May 7, 2026 on restructuring the National Steering Committee on combating illegal, unreported and unregulated (IUU) fishing and promoting sustainable fisheries development.
Under the decision, Deputy Prime Minister Ho Quoc Dung will serve as head of the National IUU Steering Committee.
The two deputy heads are Minister of Agriculture and Environment Trinh Viet Hung, who will act as standing deputy head, and Deputy Minister of Agriculture and Environment Vo Van Hung.

The steering committee also includes leaders from a wide range of central agencies and ministries, including the Central Commission for Communication and Mass Mobilization, the Ministry of National Defense, the Ministry of Public Security, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Construction, the Ministry of Science and Technology, the Ministry of Culture, Sports and Tourism, the Government Inspectorate, and the Office of the National Civil Defense Steering Committee.
In addition, chairpersons of the People’s Committees from 22 coastal provinces and cities with fishing fleets are members of the committee. These localities include Hai Phong, Quang Ninh, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Ho Chi Minh City, Vinh Long, Can Tho, Dong Thap, Ca Mau, An Giang and Tay Ninh.
According to the decision, the Ministry of Agriculture and Environment will serve as the standing agency of the steering committee and will use its existing organizational structure to carry out assigned tasks.
The National IUU Steering Committee is tasked with advising and assisting the prime minister in directing and coordinating the handling of major inter-sectoral issues related to combating illegal, unreported and unregulated fishing. The committee is also responsible for supervising and coordinating ministries, sectors and localities in implementing anti-IUU measures in line with international practices, treaties and agreements to which Vietnam is a party, as well as regulations set by regional and international fisheries organizations.
In addition, the committee will advise and propose urgent and priority tasks and solutions to the prime minister to address obstacles arising during the implementation of anti-IUU efforts. It will also inspect and monitor the implementation of directives issued by the Government and the Prime Minister in this field across ministries, sectors and local authorities.
