Recently, the Nghe An Provincial People’s Committee issued Official Dispatch No. 3835/UBND-NN to the Department of Agriculture and Environment, the Provincial Border Guard Command, the Provincial Police, and People’s Committees of communes and wards with fishing vessels, requesting the strict implementation of the Deputy Prime Minister’s conclusions on combating illegal, unreported, and unregulated (IUU) fishing.

Based on practical requirements, the Nghe An Provincial People’s Committee has instructed departments, sectors, and localities to continue focusing leadership and direction on IUU prevention tasks, considering this a top priority. The Department of Agriculture and Environment of Nghe An is tasked with developing and implementing plans to address the EC’s recommendations, clearly categorizing immediate, medium-term, and long-term actions, while defining responsibilities and deadlines.

At the same time, administrative discipline must be strengthened, and the effectiveness of law enforcement improved. This includes ensuring the consistent and rigorous implementation of legal regulations, state policies, and directives of the Government and the Prime Minister from central to grassroots levels. Efforts must also be enhanced to manage the fishing fleet, with stricter measures applied to vessels measuring from 12 to under 15 meters in length. Regulations on managing non-compliant vessels must be issued, while continued review and upgrading of fishing port systems are required. Proposals should be made to designate additional qualified ports (including private ones) and allocate vessels appropriately to ensure effective control.

Furthermore, authorities are responsible for fully and promptly updating data on fishing vessels, violations, and traceability, ensuring consistency with the Ministry of Agriculture and Environment’s database and alignment between central and local data.

Meanwhile, the Provincial Border Guard Command has been assigned to strictly manage vessels entering and leaving estuaries, strengthen inspection and supervision of vessels anchored at coastal landing sites and river mouths, and thoroughly handle cases of vessels that have lost connection to their vessel monitoring systems. Prompt verification and handling of such cases are required.

The Provincial Police are continuing to implement the Provincial People’s Committee’s directives under Official Dispatch No. 699/UBND-NN dated January 21, 2026, on strengthening the management and supervision of local fishing vessel activities to combat IUU fishing. Commune-level police are instructed to take the lead in handling violations involving fishing vessels and facilities that purchase and unload seafood caught outside officially designated fishing ports, in accordance with Government Decree No. 38/2024/ND-CP.

People’s Committees of communes and wards with fishing vessels must strictly manage non-compliant vessels and resolutely prevent the emergence of “three-no” vessels.
