On June 29 in Bac Ninh, the Vietnam - Cambodia Friendship Association of Bac Ninh held its first General Assembly for the 2026-2031 term, marking the consolidation of its organization following the merger of the Vietnam-Cambodia Friendship Association of Bac Giang with the former Bac Ninh Association. In the new term, the Association aims to recruit more than 500 members, build a strong and cohesive organization, and further promote its core role in people‑to‑people diplomacy.

Attending the Congress were Le Van Tuy, Standing Vice Chairman of the Central Committee of the Vietnam - Cambodia Friendship Association; Nguyen Nhan Chinh, Vice Chairman of the Vietnam Fatherland Front Committee of Bac Ninh; Nguyen Duc Trong, Chairman of the Bac Ninh Union of Friendship Organizations; along with representatives from many related organizations and units.

According to the report presented at the Congress, prior to the merger, the Vietnam - Cambodia Friendship Associations of Bac Giang and Bac Ninh had gradually reformed the content and methods of their activities, effectively implementing propaganda, people‑to‑people diplomacy, and organizational development. Numerous activities were organized to commemorate major holidays of Vietnam and Cambodia, including exchanges with Cambodian students, former volunteer soldiers, and former experts who had assisted the Cambodian revolution. These efforts contributed significantly to fostering the traditional friendship and comprehensive cooperation between the peoples of the two countries.

Units at Association level actively organized exchange visits and trips to former battlefields in Cambodia. They participated in local people‑to‑people diplomacy activities; carried out numerous humanitarian and charitable programs; supported Vietnamese - Khmer communities; cared for members; and built houses of gratitude for former volunteer soldiers facing difficult circumstances. Emphasis was placed on strengthening organizational capacity, laying the foundation for the merger of the two Associations and the consolidation of the structure under the two‑tiered local government model.

The Congress unanimously adopted the objectives for the 2026–2031 term: to thoroughly implement the Party’s guidelines, the State’s policies and laws, and Directive No. 12‑CT/TW of the Party Central Committee on enhancing the Party’s leadership and improving the effectiveness of people‑to‑people diplomacy in the new context; to continue consolidating and improving organizational quality; to expand membership; and to build a strong Association that plays a core role in people‑to‑people diplomacy, contributing to the successful implementation of the Resolution of the Bac Ninh Party Congress.

For the new term, the Association aims for at least 75% of grassroots branches to operate at a good or higher level, with no weak branches; 100% of commune‑level branches to excel in membership development, recruiting at least 500 members over the term; all families of officials and members to achieve the title of “Culturally Advanced Family,” with no members violating the law; and full participation in friendship activities organized by the Central Association.

To meet these goals, the Association will continue to align with the province’s political priorities, follow the leadership of the Provincial Party Committee, the Provincial People’s Committee, and the Provincial Committee of the Vietnam Fatherland Front, as well as the guidance of the Provincial Union of Friendship Organizations and the Central Association. It will also work closely with mass organizations, associations, and the public to enhance the effectiveness of people‑to‑people diplomacy.

The Association will promote Cambodia’s history, culture, and people; highlight the achievements of the Cambodian people in nation‑building and defense; and showcase the traditional friendship and multifaceted cooperation between the peoples of Vietnam and Cambodia. When conditions allow, it will organize exchanges between Cambodian students studying in Vietnam, former volunteer soldiers and experts who supported the Cambodian revolution, and students in Bac Ninh, thereby deepening mutual understanding and strengthening friendship between the two nations.

In addition, the Association will strengthen information exchange with the Central Association; organize commemorations of major holidays in Vietnam and Cambodia; create opportunities for former volunteer soldiers and experts to revisit battlefields; and carry out programs of gratitude, humanitarian aid, and charity, while supporting members in need. It will also coordinate with relevant agencies in the search and repatriation of the remains of martyrs who sacrificed their lives in Cambodia. At the same time, efforts will be made to further improve organizational capacity, expand membership, and establish two to three additional commune‑ or ward‑level branches.

The Congress elected the Executive Committee of the Vietnam - Cambodia Friendship Association of Bac Ninh for its first term (2026–2031), consisting of 25 members. Le Van Hoan was elected Chairman of the Association.

On this occasion, the Central Committee of the Vietnam - Cambodia Friendship Association awarded eight Certificates of Merit and eleven Commemorative Medals “For the Vietnam - Cambodia Friendship.” The Union of Friendship Organizations of Bac Ninh also presented three Certificates of Merit to collectives and individuals with outstanding achievements.

In his address to the Congress, Le Van Tuy, Standing Vice Chairman of the Central Committee of the Vietnam - Cambodia Friendship Association, acknowledged and highly appreciated the achievements of the Associations of Bac Giang and Bac Ninh prior to their merger. Despite limited resources, both Associations had focused on organizational development, membership growth, and the promotion of Vietnam - Cambodia friendship, while effectively implementing people‑to‑people diplomacy and carrying out “Comradeship and Solidarity” activities, thereby contributing to the successful completion of tasks at both local and central levels.

Looking ahead, Le Van Tuy emphasized the need for the Association to consolidate its organization after the merger, continue expanding membership, and draw on the experience of former volunteer soldiers and experts as a core foundation. At the same time, he encouraged greater participation from the younger generation, businesses, entrepreneurs, and committed individuals to create sustainable resources for long‑term activities. He also highlighted the importance of strengthening the promotion of Vietnam - Cambodia friendship, actively implementing the “Nurturing Friendship” movement in ways suited to local conditions, maintaining comradeship and solidarity programs, and mobilizing social resources to enhance the effectiveness of the Association’s work.
