The meeting was co-chaired by Bui Thi Minh Hoai, Politburo Member, Secretary of the Party Central Committee, Secretary of the Party Committee of the VFF and Central Mass Organizations, and President of the Central Committee of the VFF; and Nguyen Phi Long, Member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee of the VFF and Central Mass Organizations, and Vice President of the Central Committee of the VFF.

According to the , a report presented at the meeting stated that Party committees and Party organizations at all levels had focused on synchronously implementing resolutions, directives, and conclusions issued by the Party Central Committee, the Politburo, and the Party Central Committee's Secretariat, as well as the Resolution of the 14th National Party Congress. They successfully completed a substantial workload, including many unprecedented tasks and initiatives.
The Party Committee successfully led the organization of the National Congress of the VFF and the congresses of socio-political organizations. These were politically significant events, marking a new stage in the organization and operation of the VFF and socio-political organizations under the new organizational model. At the same time, the Party Committee continued to provide strong leadership in implementing the Party's policy of restructuring and streamlining the organizational apparatus in accordance with the resolutions of the Party Central Committee and the conclusions of the Politburo and the Secretariat.
Following the Politburo's issuance of Decision No. 171-QD/TW dated May 20, 2026, on the functions, tasks, and organizational structure of the Party Committee of the VFF and Central Mass Organizations, the Party Committee promptly promulgated decisions on its working regulations and the assignment of responsibilities to the Standing Committee, members of the Party Committee's Standing Board, and members of the Executive Committee for the 2025-2030 term, ensuring that political tasks were carried out in accordance with regulations.
Addressing the meeting, President Bui Thi Minh Hoai called on Party committees and Party organizations at all levels to focus on addressing the shortcomings that had been identified, while promoting a spirit of proactiveness, creativity, initiative, and determination to successfully fulfill political tasks during the remaining six months of the year.
She stressed the need to continue thoroughly studying and rigorously implementing the Resolution of the 14th National Party Congress, the Action Program of the Party Committee of the VFF and Central Mass Organizations, along with the resolutions, conclusions, and directives issued by the Party Central Committee, the Politburo, and the Secretariat.
She also called for the prompt and timely implementation of the Party Central Committee's conclusions following the one-year review of the operation of the overall organizational model of the political system and the two-tier local government model. Priority should be given to leading and coordinating efforts to advise on amendments and supplements to Politburo Decision No. 304-QD/TW dated June 10, 2025, on the functions, tasks, and organizational structure of the Central Committee of the VFF, as well as Secretariat Regulation No. 301-QD/TW dated June 9, 2025, on the functions, tasks, and organizational structure of provincial- and commune-level VFF Committees.

President Bui Thi Minh Hoai also urged the successful organization of the congresses of mass organizations entrusted with tasks by the Party and the State for the 2026-2031 term. She requested these organizations to thoroughly prepare for their congresses in accordance with the Secretariat's decisions, Government decrees, the guidance of the Central Committee of the VFF on organizing the congresses of centrally affiliated mass organizations assigned tasks by the Party and the State for the 2026-2031 term, as well as directives issued by the Party Committee of the VFF and Central Mass Organizations.
Regarding organizational restructuring, President Bui Thi Minh Hoai instructed Party committees and Party organizations at all levels to focus on streamlining the internal organizational structure of each agency, with particular emphasis on reorganizing public service units and press agencies to ensure they are lean and operate in accordance with their designated functions and purposes. She also called for a review of affiliated legal entities under mass organizations.
In addition, agencies and units were instructed to vigorously advance digital transformation. According to President Bui Thi Minh Hoai, the Central Steering Committee for the Development of Science and Technology, Innovation, and Digital Transformation has recently launched a 100-day campaign to standardize sectoral databases and connect them with the National Data Center. This is a key initiative to implement Politburo Resolution No. 57-NQ/TW, laying the foundation for shared data infrastructure, promoting digital transformation, and enhancing the effectiveness of national governance. Agencies were urged to promptly develop plans to carry out this urgent task, ensuring the completion of the creation and standardization of sector-specific databases and their seamless integration with the data system of the Party Committee of the VFF and Central Mass Organizations.
On this occasion, on behalf of the Party and State leadership, President of the Central Committee of the VFF Bui Thi Minh Hoai presented the Third-Class Labor Order and Certificates of Merit from the Prime Minister to collectives and individuals with outstanding achievements in implementing Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Party Central Committee, entitled "Several issues on continuing to reform and streamline the organizational apparatus of the political system for greater efficiency and effectiveness."
