Vietnam Fatherland Front Launches “Month of Listening to the People”

The Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) issued Plan No. 17/KH-MTTW-BTT on June 18 to organize the “Month of Listening to the People” initiative nationwide, requiring implementation from provincial to commune and residential community levels. The plan also stipulates that the effectiveness of the program will be assessed based on the resolution of public recommendations and citizens’ satisfaction levels.

Listening to Unresolved Public Concerns

The initiative is intended to institutionalize directives from General Secretary and State President To Lam and implement the Resolution of the 11th National Congress of the Vietnam Fatherland Front, which emphasizes enhancing the people’s role in Party and State building, promoting democracy, and strengthening social consensus.

The program also aims to improve the accountability of the Front system and socio-political organizations in listening to and promptly addressing the concerns and aspirations of citizens.

The Standing Committee of the Central Committee of the Vietnam Fatherland Front requires the initiative to be implemented across all regions and administrative levels, from provinces to communes, ensuring substantive and effective activities while avoiding formality and overlapping coordination efforts. Vietnam Fatherland Front committees and socio-political organizations at all levels are required to engage directly with local communities, organize dialogues and meetings with residents, and pay special attention to vulnerable groups and individuals who are not members of mass organizations.

The plan sets a target that 100% of citizens’ opinions, recommendations, and feedback must be forwarded to competent authorities or individuals for consideration and resolution, with clear outcomes delivered within the prescribed timeframe.

One of the key components of the initiative is the organization of “People’s Forums” or “Listening to the People” forums.

At the central level, the Vietnam Fatherland Front will continue to maintain and innovate direct dialogue activities between Party and State leaders and citizens, while expanding the scope and content of discussions to focus on major issues and policies that directly affect people’s lives. At provincial, commune, and residential community levels, local authorities are encouraged to organize forums suited to local conditions.

Dialogue topics will cover a wide range of practical issues, including improving the organizational model and operation of the two-tier local government system; preserving and promoting historical and cultural heritage; developing the private sector, innovation, and science and technology applications; ethnic and religious policies; support for poor, near-poor, and vulnerable groups; management and operation of apartment buildings; planning, land, and environmental issues; building united, safe, prosperous, and happy communities; as well as healthcare, education, and social welfare.

The plan also emphasizes the need to listen closely to unresolved public concerns and issues that citizens have repeatedly raised without receiving satisfactory solutions.

Expanding Feedback Channels and Digital Applications

In addition to dialogue forums, the Vietnam Fatherland Front will continue to maintain and replicate effective grassroots initiatives such as “Weekend with the People,” “The Last Friday of the Month: Listening to the People, Helping People Understand, Building Public Trust,” “Friday Listening to the People,” “Saturday Listening to the People,” “Community Coffee Meetings,” “Front Tea Tables,” and the “24/7 E-mail Mailbox - The Front Listens.”

Localities are encouraged to diversify channels for receiving public feedback, including expanding reporting mechanisms on digital platforms, social media, and official media outlets to make citizen participation more accessible and convenient.

Under the plan, all public opinions and recommendations must be recorded in a centralized information management system. The progress and results of handling recommendations must be publicly disclosed through Vietnam Fatherland Front communication channels to ensure transparency and enable public oversight.

The plan also calls for stronger use of digital technology in receiving, managing, and monitoring the resolution of citizens’ recommendations, with the long-term goal of establishing a unified system for receiving, storing, and publicly sharing information throughout the Front network.

The Standing Committee of the Central Committee of the Vietnam Fatherland Front has also directed the creation of a dedicated “Month of Listening to the People” section on the Digital Front Portal. Media organizations are expected to play a greater role in collecting and reflecting public opinions, reporting on the outcomes of recommendation handling, and promoting effective models and best practices emerging from the implementation process.
