Preserving Vietnamese Identity with a Global Vision

Culture is increasingly establishing itself as a pivotal force in shaping national identity. Recognizing its significance, the Party has translated this into concrete action, with the Politburo and the Central Party Secretariat tasking the Ministry of Culture, Sports, and Tourism with leading a project to promote and integrate culture on the international stage.

In the current global context, the project should be seen as a long-term, fundamental step to create an open cultural value system that is authentic but also adaptable to the new context.

This aims to realize many major policies of the Party on the development of Vietnamese culture and people, especially Resolution No.33-NQ/TW in 2014 on building and developing Vietnamese culture and people, to meet the requirements for the sustainable development of the country; Resolution No. 59-NQ/TW on international integration in the new situation; and recently Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, which affirms the role of culture as a foundation, an application space and an endogenous driving force of innovation.

Therefore, the comprehensive nature of the project needs to be affirmed from the outset: not limited to the scope of the cultural sector, but a national strategy of an interdisciplinary nature, connecting the fields of education, science, the creative industry, and diplomacy to the knowledge economy.

In an era where countries are competing not only with technology and material resources, cultural identity becomes a means of dialogue and positioning of national stature. From that frame of reference, the project's construction should not be limited to the task of promotion, but placed within the vision of proactive integration through culture.

The strategy looks to promote Vietnam's integration into the international community and enhance Vietnam's cultural identity in global exchange, from people-to-people relations, education, tourism, to innovative technology and digital communication.

Cultural integration is a two-way process that both introduces Vietnamese culture into the broader stream of global civilization and thoughtfully embraces the finest elements of human culture to enrich Vietnam’s own cultural identity.

This approach is not passive absorption but proactive integration, involving careful selection and adaptation while preserving core values. These two dimensions must interact and reinforce each other, fostering the ability to shape external cultural landscapes while building internal resilience against assimilation and the erosion of foundational traditions.

The project’s comprehensiveness demands a vision that extends beyond short-term business activities or demonstration models. Culture thrives within a sustainable ecosystem capable of self-growth and expansion. To achieve this, it is essential to establish a strategic foundation, building a shared value system as a spiritual anchor, formulating policies to cultivate a culturally engaged citizenry, refining institutions to foster creativity, and, critically, developing digital infrastructure to amplify cultural identity in cyberspace.

A long-term vision also necessitates innovation in cultural governance, ensuring that culture is not confined to a specialized sector or ministry. Effective cultural development, promotion, and international integration require the collective involvement of the political system and society. This integration must be embedded within national strategies for education, scientific research, innovation, foreign policy, and development cooperation.

The project must operate with a flexible and adaptive framework, expanding beyond traditional cultural concepts to embrace emerging creative spaces, ranging from the cultural industry and creative economy to digital cultural products and transnational media.

These domains hold immense potential to shape Vietnam’s global image, particularly in the minds of the international youth. At the same time, sustainable cultural development must remain rooted in fundamental values such as compassion, intellectual curiosity, community awareness, national pride, and aspirations for progress.

Culture is not merely a heritage to preserve but an evolving space for Vietnam to engage, innovate, and contribute to global civilization. Therefore, the international promotion and integration of Vietnamese culture should be recognized as a national strategy, one that defines Vietnam’s influence and positioning in the 21st century through its cultural depth, capacity for integration, and spirit of creativity and innovation.
