Prime Minister Calls for Determined Efforts to Lift IUU “Yellow Card” by April 2026

The request was clearly stated in Official Dispatch No. 06/CĐ-TTg dated January 24, 2026, on accelerating a number of key tasks and solutions to achieve the economic growth target for 2026.

The Prime Minister called for the effective implementation of solutions to promote production and restructure the agricultural sector in conjunction with intensified research, application of science and technology, innovation and digital transformation. Agricultural, forestry and fisheries commodity production should be developed in an integrated, multi-value manner, based on local advantages, toward modernization, efficiency, sustainability and high competitiveness, thereby firmly ensuring national food security under all circumstances.

In particular, the Prime Minister emphasized the need to review and fully prepare conditions serving production such as plant varieties, livestock breeds, inputs and fertilizers for the winter-spring crop and the lean period at the beginning of the year. Localities are required to develop specific plans and measures to organize production, harvesting and supply, while flexibly adjusting cropping seasons in line with market developments and consumption demand.

In addition, the Ministry of Agriculture and Environment is tasked with coordinating the timely provision of information on output and harvesting seasons of agricultural products in each locality and raw material area, creating conditions for export enterprises, distribution systems and retailers to proactively plan procurement, support regular consumption, and intensify consumption during peak harvest periods.

Regarding export tasks, the Prime Minister assigned the Ministry of Agriculture and Environment, together with ministries, sectors and localities, to continue focusing on addressing difficulties and obstacles in combating illegal, unreported and unregulated (IUU) fishing, with determination to lift the EC’s “yellow card” by April 2026.

Concerning monetary policy to support the agricultural sector, the Prime Minister instructed the State Bank of Vietnam to orient credit flows toward production and business activities and priority sectors, including the continued implementation of credit programs supporting linkages in the production, processing and consumption of high-quality rice.

At the same time, the Prime Minister requested ministries, agencies and localities to step up the implementation of green transformation in agriculture, and to develop and deploy specific, appropriate and effective solutions; to research and develop environmentally friendly, low-carbon-emission products, thereby contributing to increased added value and the sustainable development of the agricultural sector.
