Proposal to Provide Free Textbooks Nationwide from 2029-2030 Academic Year

The Ministry of Education and Training has recently released a draft Decree on free general education textbooks and a roadmap for waiving tuition fees and course materials for National Defense and Security Education subjects at higher education and vocational education institutions, in accordance with regulations for public consultation.
According to the Ministry of Education and Training, the development of the Decree aims to concretize Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development, as well as State laws on ensuring citizens’ right to education. At the same time, it seeks to establish a legal basis for the uniform and synchronized implementation of policies supporting learners, thereby helping reduce education costs and ensure equity in education.
The draft Decree stipulates the provision of free textbooks for general education students and learners at institutions implementing the general education curriculum and the continuing education program at the upper secondary level.
The policy will be implemented under a shared library model: the State will invest in procuring textbooks (including printed books and Braille books) to equip school libraries; students and teachers will borrow textbooks for use during the academic year or semester and return them after use for continued management and reuse.
The list of textbooks provided free of charge will belong to the set of textbooks decided by the Minister of Education and Training for uniform use nationwide.
According to the draft Decree, free textbooks will be implemented nationwide from the 2029-2030 academic year. Localities capable of balancing their budgets are encouraged to implement the policy earlier, prioritizing border areas, islands, ethnic minority and mountainous regions, and areas with particularly difficult socio-economic conditions.
