Before setting sail, Captain Do Tan Vuong, owner of fishing vessel QNg-91789-TS, walks around the deck to check all electronic systems. From fish finders and navigation devices to the vessel monitoring system, everything must operate smoothly before the boat heads to the fishing grounds.
According to VOV, Vuong said that under current fishing conditions, technology has become a decisive factor in the success of each trip.
“Nowadays, if you fall behind in technology, you fall behind in fishing. Without machinery, fishing efficiency at sea is very low. The more modern equipment you use, the more effective your catch,” he said.

In addition to supporting the search for fishing grounds, technology is also helping fishermen change the way they record and manage fishing activities. Many vessels are now using the electronic catch documentation and traceability system (eCDT), which allows real-time updates of fishing locations, catch volumes, and fishing times directly via mobile phones. This data is transmitted to management authorities and fully stored, serving inspection, monitoring, and seafood traceability purposes when vessels dock at ports.
At fishing ports, inspection and control of vessels have also been tightened. According to Quang Ngai Newspaper, Bui Dinh Khoi, Director of the Tinh Ky Fishing Port Management Board, said that vessels must undergo two rounds of inspection by the port authority and the border guard station before heading out to sea. Prior to departure, the port management board always instructs and reminds fishermen to maintain 24/7 connectivity of the Vessel Monitoring System (VMS). In case of signal loss, they must promptly report to authorities, record coordinates, and return to shore for repairs to avoid penalties.
According to Le Duc Dao, Head of the Sa Huynh Fishing Port Management Board in Sa Huynh Ward, Quang Ngai Province, digital data is updated by fishermen via the eCDT software, which is used on mobile applications. Fishermen report to the port management board both before entering and before leaving the port. When vessels arrive, the port authority checks, monitors, and supervises catch volumes based on the logbooks submitted by vessel owners.

Currently, the electronic seafood traceability system eCDT has been applied to 100% of fishing vessels entering and leaving designated ports in Quang Ngai Province.
According to Nguyen Duc Binh, Deputy Director of the Quang Ngai Department of Agriculture and Environment, fishermen have become more responsible in offshore fishing. “To adapt to current fishing grounds as well as comply with state regulations, especially to meet market requirements, fishermen have proactively invested in building, upgrading, and modernizing equipment such as fish finders. In particular, they have applied digital transformation in fishing activities, including the VMS system, electronic fishing logbooks, and eCDT declarations and traceability for all vessels in the province. This helps improve vessel management as well as fishermen’s responsibility in complying with state regulations before heading offshore,” he said.
Quang Ngai currently has nearly 4,900 fishing vessels with a total capacity of over 1.8 million horsepower, including around 3,000 vessels measuring 15 meters or more in length, which are eligible for offshore fishing. The province’s annual seafood output exceeds 280,000 tons.
